The world is FLAT ! Thomas Friedman   (New York Times columnist) Fall of the Berlin Wall  ( 11/9/89 ) Netscape Work-flow software Open source Outsource Offshore Supply-chain   In-source (third party managed logistics) Information dissemination Wireless  (Mobile telephony)
Digitization of knowledge work and business processes Knowledge work into rule-based procedures Skills training rapidly developed/made widely accessible Knowledge work can move offshore more quickly and cheaply than manufacturing Off-shore
Standardization   of Software Platforms  (Oracle, PeopleSoft, SAP, etc.) Standard and portable skills useful to many employers Development and adoption of standard IT training programs and skill certification Off-shore
Off-shoring destination nations expanding technical workforce pipeline/skills training Some expanding efforts to build language skills/reduce cultural barriers Some nations focusing on improving productivity, quality, business skills, and higher value work Off-shore
Opportunities
“ Offshore-able” Work High wage differential with similar occupation/level in destination country High labor intensity Clearly defined requirements, little nuance Rule-based decision-making and problem solving Documented or easily transferred content and process knowledge Low degree of personal interaction with end-users, clients Stable applications with minimum of “firefighting”

México advantages Stable nation/economy Minor cultural issues with U.S. work Knowledge transfers overseas difficult In the time zone Proximity Improving telecom infrastructure Improving skill base Improving data security/privacy protection Improving intellectual property protection
But… Other Countries in Central and South America have the same advantages and are competing already. India is not the cheapest competitor (Russia, China, Vietnam, etc.) Mexican cost of life is more expensive.
Challenges
Realignment of Expectations   Individuals need to realize they will be responsible for their own career development. Individuals must change their expectation that a résumé is all they need to market themselves  Individuals need to realign expectations to include continuous learning over a lifetime.
Individuals can no longer expect the employer to prepare them for changing duties. They need to get out there and  upgrade themselves - on their own time, at their own expense  - if they are to compete for work.  Individuals need to let go of the expectation that a manager or human resource officer will  promote  them after a certain period of time.
Just because students graduate from a post-secondary program, they cannot expect to find work in that field.  They need to broaden their scope and actively investigate where else they can  apply the   skills they are talented in and passionate about  - a different industry than first expected.
Consumer of Educational/ Training Services Skills   Becoming an informed consumer of educational services is an important skill to develop because of the lifetime need to identify and acquire the latest skills in demand for staying and moving around in the labor market.
Generic Employability Skills Fundamental skills .  Communication Problem Solving (Math) Information Handling Customer – Service – Business Computer use The skills needed as a base for further development.
Generic Employability Skills Personal Management Skills .  Sense of responsibility,  positive attitude Adaptability Adequate decision making  The personal skills, attitudes and behaviors that drive one's potential for growth.
Generic Employability Skills Teamwork Skills .  knowledge of group dynamics,  respecting diversity,  flexibility,  conflict resolution,  a constructive feedback process  motivation.  The skills and attributes needed to contribute productively.
Entrepreneurial Skills and Outlooks   generate new work when standard duties are outdated;  see new possibilities for the company;  see new possibilities for yourself;  prepare yourself with the necessary training;  sell your ideas; and  identify what will sell and start your own company
