- 1. Goal One: Promote Water as a key part of sustainable development Consulting Partners Meeting, August 2009
- 2. Outcome Challenge: Where policies and plans are not in place or weak, governments develop them, incorporate them into national development processes and implement them with support from others. GWP can hold dialogues at central, provincial, and local or basin level for institutional reforms at national and where appropriate regional level for implementation of IWRM plocies and plans. There are many players e.g governments, donors like ADB, Asean and other international organisations who are implementing IWRM even with more resources than GWP but none has such comprehensive approach and knowledge of IWRM that GWP has. GWP can use this to work with the national governments , donors and regional institutions. Cooperation of GWP with various donors like ADB and other international organisations can help GWP to implement IWRM in the countries and the regions.
- 3. Outcome Challenge: Where policies and plans are not in place or weak, governments develop them, incorporate them into national development processes and implement them with support from others. GWP can help the countries and regions to create awareness among legislators advising them to prepare water laws and acts and where there are water acts already éxisting to make them enforced. Many regions like Central Africa, Central America and West Africa are on process for development of regional policy for IWRM or integration of Ground Water Management in water plocies. GWP can help these regions to have these regional policies in place or fulfill the gaps in water polcies and help other regions like South Asia, Latin America, Caribean to work towards development of such regional policy on implementation of IWRM. Some regions like Central America is trying to harmonise water laws in their countries for successful implementation of IWRM at national and transnational level. Such harmonisation of laws are also needed in other countries and regions.

Enforcement of Water Law is a challenge at national and transboundary level. There is lack of information and access to information on transboundary water is really a challenge even in todays digital world. Political commitment. Development sometimes become reversal – Nepal ( no water ministry now) Funding and continuity of a programme is a critical challenge Integration with other sectors.
- 5. Necessary Support required: Finance ( source: GWP, ADB, GEF, AMCOW, AfWF,AfDB and other bilateral and multilateral donors supporting IWRM Policy in a country and region). Political committment from national governments and regional bodies. Technical support from GWP TEC and other national, regional and global technical institutions. - 6. Message 1: Institutional reforms, enactment and enforcement of Water Laws are needed at country and where appropriate at regional level to implement IWRM and ensure good water governance. Audiences (global, regional, national, sub-national and local): GWP, Regional Development Banks, national governments, international organisations, NGOs, Inter-Governmental organisations, private sectors, academia Delivary channels: GWP platforms at country, regional and global levels and media Outcome Challenge: Where policies and plans are not in place or weak, governments develop them, incorporate them into national development processes and implement them with support from others.
- 7. Message 2: GWP support ongoing key and legitimate national, regionál and international policy processes for IWRM implementation. Audiences (global and regional): Ploicy makers, national gvernments, regional and international organisations. Delivery channels: GWP neutral platforms at country, regional and global leverl and media. - 8. Message 3: Need to strengthen linkages with legislators to make them more water aware and water wise. Audiences (global and regional): Legislators, congress men, law makers, politicians. Delivery channels:GWP neutral platforms at country, regional and global leverl, NGOs, media and alies. Outcome Challenge: Where policies and plans are not in place or weak, governments develop them, incorporate them into national development processes and implement them with support from others.
- 9. Message 4: Regional economic communities should be engaged to promote and develop regional IWRM policies. Audiences ( regional and international): Regional economic communities ( ECOWAS, ECCAS, ASEAN, CDB, SICA, SAARC, ECE etc). Delivery channels:GWP neutral platforms at country, regional and global leverl, NGOs, media and alies. - 10. Message 5: Greater and urgent attention is needed for ground water management and protection as part of IWRM policy at subnational, national and transbounadry level. Audiences ( subnational, rational, regional and international ) : National governments, basin organisations and internationla organisations. Delivery channels:GWP neutral platforms at country, regional and global leverl, NGOs, media and alies. Outcome Challenge: Where policies and plans are not in place or weak, governments develop them, incorporate them into national development processes and implement them with support from others.
- 11. Message 6: Land use has the critical influence on water resources and as such has to be an inegral part of IWRM policy. Audiences ( subnational, rational, regional and international ) : National governments, basin organisations , planning organisations and international organisations. Delivery channels:GWP neutral platforms at country, regional and global leverl, NGOs, media and alies.
