Airport Limited (HAL) as lead master plan and integration consultant
since 2009. The main focus of the work has been guiding Heathrow
to define their two runway and three runway airport master plan.
The technical delivery involves many specialist disciplines
and sub-consultants; a key part of our role has been ensuring
technical alignment and programme coordination between and
across workstreams.
As lead consultant, Mott MacDonald helped to determine the
optimum operating strategies for the main airport infrastructure
components, produced the 2R and 3R master plan options and
provided guidance through the selection process.

and innovative thinking.To maximise capacity Mott MacDonald
proposed and developed the following space efficient solutions:
„„ Fewer, larger terminals to maximise economies of scale. Our
analysis suggests that each additional terminal reduces efficiency
by 10%.
„„ ‘Toast-Rack’ stands and concourses. Geometrically this has
proven to be the most efficient layout and also removes cul-de
-sac congestion.
„„ Development of concept of end-around-taxiways (EATs) to
enhance runway capacity.
„„ Use of capacity modelling – We developed and used a tool that
easily identified stand requirements and flow rates through
terminals for any given schedule. This helped to quickly identify
efficient groupings of airlines and hence offer the opportunity to
save on the provision of facilities.
„„ Operational knowledge – We used our knowledge to propose
a reduction in separation between Runway 3 and the existing
northern runway that resulted in an improved environmental
performance, saving the client £1bn in the process.which now
contributes more water to the aquifer than it uses.

Mott MacDonald has been appointed by Heathrow Airport to
lead the development of the third runway masterplan, define
the associated surface access strategy and to support the
environmental assessment of the scheme.
As part of the work, Mott MacDonald has integrated work from
other disciplines such as airspace, town and country planning,
legal, business case and programme, in order to form a coherent
plan. We have also supported Heathrow in their engagement with
the UK Government Airports Commission, chaired by Sir Howard
Davies, as well as in their consultation with the local communities.
The masterplanning process has involved identifying a range of
different three runway options for Heathrow Airport and to come
up with a shortlist of feasible options which were then submitted
to the Airports Commission for assessment.
The 3R North West masterplan was one of three schemes
shortlisted by the Commission, which we developed into
scheme design and submitted for final evaluation. The Airports
Commission is due to provide a final recommendation on the
preferred UK airport capacity solution by Summer 2015

„„ Development of the concept of end-around-taxiways to enhance
runway capacity
„„ We proposed a reduction in runway separation which has
reduced the number of homes impacted by 20%,enabled a
Grade I and a Grade II* listed building to be retained and saved
the client approximately £1bn.
„„ We identified an innovative Terminal 6 and Terminal 5 solution
which enabled the terminals to share a single railway station,
provided a bypass taxiway system to eliminate the main airfield
bottleneck and enabled the creation 16 contact gates along the
face of Terminal 6.
„„ The third runway masterplan will increase capacity on the M25
by providing a total of 7 lanes in each direction and will also
enhance flood storage capacity for the Colne Valley.

Heathrow is one of the UK’s most important economic assets and
the two runway airport needs to evolve in order to accommodate
larger aircraft, handle a greater number of passengers and to
replace aging infrastructure. The overall project objective was to
research and recommend the best masterplan(s) in terms of
airport and surface access infrastructure. We were responsible for
leading the process to identify and select the preferred masterplan
option.
Mott MacDonald assisted HAL to determine the optimum operating
strategies for the main airport infrastructure components (i.e.
airfield, terminal, passenger connectivity, baggage systems,
road, rail). We identified the nature and scale of new airport
infrastructure required to support the growth in 2 runway traffic
within the 480,000 ATM cap
We produced the 2 runway masterplan options and lead the key
HAL and airline stakeholders through the masterplan selection
process, including performance evaluation of alternative planning
solutions against the pre-established business and environmental
objectives. We also took into account the findings from each of the
evaluation areas, to recommend and agree the preferred 2 runway
masterplan(s).

To define the operating concept for the baggage system of the
2 runway masterplan, priority was given to determining how
a reconfigured Western Campus could be served through an
expanded Terminal 2, and how this would connect to the existing
Terminal 5 baggage system. We considered operational processes,
performance, reliability, risk, capital and operational costs to
determine our recommendation between different systems and
technologies. Equal importance was also given to the operational
concepts required to handle and process out-of-gauge bags.
We reviewed and refined demand analysis to determine the
baggage handling system (BHS) requirements, using developed
baggage forecasts at an airport-wide level based on likely
demand scenarios. We also defined the baggage facility and
associated operating concept for the Western Campus (T2 D/E),
and how it would connect to both the existing baggage masterplan
for the Eastern Campus (T2 A/B/C) and the existing T5 A, B, and C
system.
We consolidated the masterplan recommendation considering
both baggage and passenger connectivity, collaborating closely
with HAL, the airlines and other stakeholders. Finally, we produced
detailed costing of process concepts to improve the platform for
evaluation.

by Heathrow Airport Limited (HAL) to define the operating concept for
the baggage system, part of the 2030 2 runway masterplan.

requirements, interchange locations, establish wayfinding principles
and connection routes for passengers on the system and within
each terminal and concourse.
Key achievements of the work were:
„„ Demand Modelling: Assessed the passenger demand flows for
the various masterplans under consideration
„„ TTS Strategy and Capacity Assessment: Determined the optimal
mode of operation to provide the required capacity, considering
long loop and short loop operations and balancing the number of
TTS systems, train lengths, numbers and headways

the LHR campus

campus connectivity in a cost-efficient manner.

resulted in their acceptance/approval of the selected TTS

solution that allows train cars to switch between departure
and arrival passengers whilst maintaining required security
standards.

Our study established a baseline land use and ownership plan and
identified the constraints to future development generated by ICAO
Annex 14 Obstacle Limitation Surfaces and Public Safety Zones.
Future demand was generated through an extensive stakeholder
consultation exercise and by forecasting commercial property
demand via a range of economic indicators and industry
benchmarks.
A series of development zones were identified and their objectives
and character established. Alternative development plans were
produced for each zone and evaluated. Preferred options for each
zone were then coordinated into coherent Land Use Plans that
respond to a series of airport development scenarios.
The performance of the Land Use Plans was documented
numerically and a range of images produced to communicate their
features to a range of audiences.
Mott MacDonald led a multidisciplinary team of architects, town and
country planners and property developers to produce a 30 year land
use plan for the circa 150ha perimeter area land holding at Heathrow.

Delivering tomorrow’s ICT for 21st century airport hub
Heathrow Terminal 2 has brought together a number of specialist
contractors to create a 21st century airport hub. At the heart of this
major construction project is a complex ICT system that has to
meet stringent commercial and technical requirements.
BAA/Heathrow Airport needed an experienced partner to specify
the entire ICT system in the Passenger Terminal Building (PTB)
— including data networks, wireless and cellular comms, radio,
security and search, CCTV, access control, building management,
lighting control and displays, as well as manage all procurement
and construction.
The challenge with any major ICT initiative is achieving successful
implementation, on time and on budget. The design had to deliver
a future-proof, innovative solution in a multi-discipline environment
that would balance user requirements with the need to provide
value for the client.
Time was a major factor on this project — Mott MacDonald had
to pick up a design that was nearly complete and deliver it fast.
What’s more, Heathrow Airport runs bespoke systems so our team
had to quickly get up to speed on design and operation — all in
a public, secure space, with a need for unusually high levels of
resilience and reliability.
It was vital to build good working relationships with a number
of construction partners in a very short time frame. The Mott
MacDonald team worked closely with commercial partners and
other specialists to ensure that all the objectives of Heathrow
Airport and its stakeholders were met.

Demand TTS & baggage capacity modelling
HAL has completed a 2km-long and 5.6m-wide
tunnel running below Heathrow Airport to be used
for its new integrated baggage transfer handling system.Mott
MacDonald undertook modelling using an existing MS-Excel
Heathrow Track Transit System (TTS) and Baggage statistical
models, which it had developed with Heathrow to assess
passenger and baggage transfer flows for the new Terminal 2.
Deliverables for this work included MS-Excel TTS and Baggage
Models, TTS Sankey diagrams, Baggage Sankey diagrams,
‘Materiality Trees’ Analyses Outputs, ‘S-Curve’ Analyses
Outputs and Modelling Report.
The report documented the modelling methodology, input
assumptions and model outputs which included representation
of demand flows using Sankey diagrams and ‘SCurve’
analyses.
Mott MacDonald was commissioned by Heathrow Airport Limited (HAL)
in 2010 to model the Terminal 2 peak flow rates for passengers and
baggage, to assist the designers in developing solutions that will meet
the performance requirement of the future Terminal 2.

Heathrow airport —terminal 2B
Civil, structural and geotechnical engineering
Terminal 2 Concourse B is a new satellite pier, located on the
Eastern airfield at London Heathrow, serving the new Terminal 2A.
The main pier development amounts to approximately 100,000m2,
and forms part of a programme of works to transform Heathrow
by developing facilities for Alliance airlines across Eastern
Campus. The pier will have a capacity of approximately 11.7million
passengers per annum.
The project is the second phase of the Terminal 2 Concourse B
Pier, providing an additional 10 stands, 16 in total, and interim
passenger connectivity from Terminal 2A, thereby safeguarding
permanent passenger connectivity and baggage processing.
A study of options for the construction of the structure for Terminal
2B Phase 2 was undertaken as part of the scheme design. The
approved design is now being implemented in the production
design phase. The building has been modelled using the REVIT
system to allow for the easy transfer of data between the design
parties and to improve processes, such as structural analysis, total
design and inter-disciplinary clash detection.

civil, structural and geotechnical
engineering scheme and detailed
production design, RIBA D – F, for
Heathrow Terminal 2B.

„„ We designed a 1m-1.4m thick reinforced concrete deck,
enabling the superstructure to be built up at the same time as
excavating the basement.
„„ We drew on detailed data from site investigations, load tests
and post-construction monitoring of these projects to limit site
investigation to six borehole tests, saving £1.25 million and
accelerating design.
„„ We designed the UK’s longest ever diaphragm wall – 2km
– to provide ground support but kept the rest of the site
useable, enabling us to work faster and more efficiently.
„„ We used data from T5 and the Heathrow Airside Road
Tunnel to demonstrate that the London clay was stiffer than
conventionally assumed. This enabled the embedment depth
of the diaphragm wall to be reduced from 8.5m to 6m, saving
5000cu m on earthworks and concrete.
„„ Using our experience, we were able to show that the large
1.2m-1.8m diameter piles supporting T2B phase two could
be shortened by 10-20% while maintaining an acceptable
margin of safety.
„„ We came up with a solution to counter the effects of swelling,
creating void to isolate the structure from the ground with an
800mm thick reinforced concrete floor, raised off the ground
on bored piles. The solution uses a third less concrete – a
7000cu m saving.

Substructure foundation and tunnel design, railway systems integration and management
Mott MacDonald undertook
structural design for the
development of Heathrow’s Terminal
5 — the largest freestanding structure
in the UK at 400,000 m² and a truly
integrated transport interchange.
How we added value:
„„ Significant innovations were made through the application
of a fully integrated team approach, combined with the
extensive use of 3D computer modelling and analysis, and by
carrying out site tests in advance of construction.
„„ Award-winning use of the Observation Method for deep
excavations, delivering large cost and programme benefits
and a ‘click together’ reinforcement system of prefabricated
cages and ‘rollmats’ that dramatically reduced complexity risk
and resources on site.
„„ The new rail station – 20m below ground with 6 platforms
in an excavation 90m wide and 260m long – was both fast
to build and striking in its architecture, with exposed steel
frames and high quality precast and insitu concrete.
Heathrow’s Terminal 5 is one of the largest airport passenger
terminals in Europe, with a capacity of approximately 35
million passengers per year. The terminal complex consists of
a primary passenger processing building with three satellite
buildings connected to the main building with underground
people move systems, baggage tunnels and airside road
tunnels.
Mott MacDonald commenced the design management and
structural engineering design of the £500m substructure of
the terminal. These include the huge basement structures to
the terminal buildings (over 20m deep) and associated transit
systems; the spectacular new rail station for the Piccadilly Line
and Heathrow Express; 4kmnof cut-and-cover rail, baggage
and service tunnels; and the UK’s first aircraft bridges over
major new
road links. We also undertook the environmental and
construction impact assessment for the total Terminal 5
development during the process of the public inquiry.
The terminal, which opened in 2008, is a truly integrated
transport interchange – comprising major rail and motorway
links as well as cycle tracks and the UK’s largest bus station.
It is connected into the primary public transport network
through extension of the heavy rail (Heathrow Express) and
the Piccadilly Line of the London Underground. To link the rail
extensions to the existing terminals we provided 11km of bored
tunnel, from 3.3m to 9.1m diameter. The sprayed concrete
lined cross-passages and front shunts for these tunnels have
stretched the limits of technology in both scale and complexity
for these ground conditions.

Different transport modes (e.g. APM, PRT, bus) were explored
for individual point to point routes. These were combined into
“connectivity options” which were evaluated against relevant
criteria to establish the preferred landside connectivity option for
the Heathrow site.
Key achievements of the work included obtaining approval from
the LHR Airline Community for the preferred Landside
Connectivity option, and establishing a business case for the
expansion of PRT to serve the wider LHR campus.
Mott MacDonald also has a separate long standing role as one
member of the four-person Safety Verification team for the Ultra
PRT system at Heathrow. This involves verification of the safety
targets, safety case and the initial and in-service quantified risk
assessment for the operation of PRT at Heathrow, as required
under the Railways and Other Guided Transport Regulations
(ROGS).
Mott MacDonald, with the assistance of Ultra PRT and Logplan, was
commissioned by BAA to develop options for Heathrow Airport
Limited (HAL) owned landside connectivity to link the terminals and
the associated ancillary/peripheral areas of the airport.

The primary objectives of the project were to identify a suitable
location for a new farm that would provide sufficient storage
capability at the airport. In order to do so, a detailed assessment
of the Grassed Area 17a option (located on-airport adjacent
to Terminal 4 to the south of the two runways) was carried out
including a preliminary COMAH risk assessment undertaken by
RAS Ltd.
We were appointed to ensure that the location would have the
acceptable technical and operational feasibility to satisfy the
Competent Authority on an on-going basis. In order to do this,
it was necessary to achieve a satisfactory resolution of pipeline
connectivity & constructability issues, and to safeguard space at
the new fuel farm for the potential relocation of Perry Oaks
fuel farm. From a financial point of view, this included achieving
acceptable capital and on-going revenue costs.
Having selected a preferred option, Mott MacDonald was awarded
a follow-up commission by HAL to develop the enabling works
scheme design for the GA17A site. This included developing the
design for the fuel pipeline, associated underground services,
access roads, relocation of Control Post 10A as well as the site
clearance and decants strategy.
Mott MacDonald led a multidisciplinary team of airport planners,
tunnel, oil and gas and environmental experts to identify a suitable site
for the development of additional fuel storage facilities at Heathrow.
