- 4. 4 Choosing the appropriate indicators set The SDGs-process puts a strong emphasis on the development of “a solid framework of indicators and statistical data to monitor progress, inform policy and ensure accountability of all stakeholders” . Because of data quality, availability and coverage but also appropriateness and context (the adaptation of indicator sets to context and need is explicitly acknowledged by the United Nations Statistical Commission) different entities (countries, EU, OECD) have chosen different indicator sets.

- 11. 11 Methods to establish interlinkages • Linguistic approach- E.g. keywords for Goals and Targets and matching of those, interpretation, text analysis • Argumentative approach - Basically also a linguistic approach, relying on interpretation of Targets and Goals and linking them by argument and reasoning • Expert judgment - Individuals or groups of sector-specific experts • Literature approach - Collecting evidence from scientific publications which establish (causal) relationships between variables which can be related to Goals and targets • Data-driven (statistical data-mining) - Using statistical techniques to study historical behavior of indicators used to monitor the SDGs • Modelling - Modelling complex systems interactions can help to understand interdependencies among variables (e.g. TWI2050)
