This document discusses improving access to substance abuse facilities in CBSA 26980 (Johnson and Washington counties in Iowa). It analyzes demographic data on substance abuse treatment admissions from SAMHSA and census data to identify groups and locations that would benefit most from new facilities. Through hierarchical clustering of admissions data and comparing to census data on household types, race, and ethnicity, it finds that rural Washington County needs facilities while more urban Johnson County needs additional suburban facilities. The goal is to place new facilities where there is both demographic need and lack of existing access.
