What is a Field Development Plan (FDP)? INPAC Development Field Development Plan (FDP ) Field Development Plan (FDP) is a defined strategy for the development of a field after it has been agreed that the identified resources can be commercially produced.  The FDP must address environmental as well as commercial requirements.  There are government defined Procedural Guidelines that must be adhered to by the operator and approved by the controlling government entity (NAPIMS in Nigeria) for any project in its jurisdiction. Each country has unique guidelines for Field Development Plans.
What is Required for the FDP in Nigeria? INPAC Development Draft FDP Guidelines Operator  must invite NAPIMS to participate in the studies and all the Value Assurance Reviews (VARs) sessions  from the project initiation stage to the Final Investment Decision. After the final Value Assurance Reviews (VARs) sessions with NAPIMS, Operator will be required to send 10 hard copies and 3 electronic copies of DRAFT FDP to NAPIMS for review. The DRAFT FDP sent to NAPIMS should detail the content listed on the following slide. NAPIMS reviews the technical and commercial viability of the project. If satisfactory, NAPIMS will invite the Operator for presentation within 3 weeks of receipt of the draft FDP Report.  If not satisfactory, NAPIMS will communicate formally their observations to Operator for amendments. Post - Draft FDP Procedures for Gaining Approval Operator formally submits the amended FDP to NAPIMS stating date for the presentation of the FDP to NAPIMS. The presentation is NOT for approval but for clarification of issues.  After the presentations and clarifications, NAPIMS will then formally communicate approval of the FDP to Operator. After the approval by NAPIMS, Operator will present the FDP to DPR with active involvement of NAPIMS team.
