ClimateXChange was created by the Scottish Government to address the mismatch between climate change research funding and policy teams' access to research outputs. It aims to deliver objective, independent, and authoritative evidence to support Scottish Government policy development and implementation regarding climate change and transitioning to a low carbon economy. ClimateXChange provides a call down service for timely policy support, facilitates conversations between researchers and policymakers, and coordinates near-term, policy-relevant research projects in mitigation and adaptation. Examples of its work include reports on social factors for successful community renewable projects and emissions abatement from peatland restoration.

Context Scotland’s Centre of Expertise on Climate Change – ClimateXChange – was created by the Scottish Government to address concerns about the mismatch between research funding and effective access to research outputs by its policy teams. It was one of three such Centres: the others being CREW (waters) and EPIC (animal health). 3 ClimateXChange‘s vision is to be a renowned centre of expertise delivering objective, independent, integrated and authoritative evidence to support Scottish Government policy development and implementation in addressing climate change and the transition to a low carbon economy.

Purpose • Deliver timely and high quality advice to the Scottish Government, specifically to the main policy divisions and to implementation partners • Develop the coordination of research and analysis across the subject area, leading to an enhanced level and quality of research activity • Stimulate innovative thinking in support of policy development and implementation • Develop a programme of knowledge exchange to ensure the effective underpinning of policy as well as the wider dissemination of knowledge 4

Design 5 Call Down Service •A call down enquiry service providing policy makers with access to timely, robust and impartial evidence and professional opinion to support specific policy questions. Proactive support & Facilitated conversations •Providing focused intelligence and professional opinion on medium-term and over-the- horizon issues. •Supporting conversations between the researcher and policy communities; and involving others. Co-developed, planned projects •Near term policy-relevant research (~3 – 18 months) •Organised into two interlinked Workstreams – Mitigation and Adaptation.
