The International Code of Conduct for the
Sustainable Use and Management of Fertilizers:
endorsed by 41st Session of FAO Conference
A response to:
• COAG 25 recommendation for:
“FAO to intensify its food safety work
and technical support to smallholders
at local level concerning the safe use
of fertilizers and pesticides”
• Sustainable Development Goals
(SDGs).
• UNEA 3 Resolution on managing soil
pollution to achieve Sustainable
Development.
Implementation
Focused on:
• Registration and regulation
system for fertilizers
• Availability of quality fertilizers
in underserved areas
• Fertilizer quality control
• Policy formulation
• Capacity development
The Code covers a current global
gap
Fertilizer Code - Implementation
• Disseminate the Fertilizer Code at the global
level and raise awareness on the issues and
principles mentioned in the Code.
• Capacity development for the
implementation of the sustainable
management of fertilizers
• Holistic approach to sustainable soil
management and nutrient management
(focus on ecosystem services as per the SSM
definition)
• Strengthening of policy environment through
regular frameworks
Implementation at the national
level
• Assess national capacities on soil fertility
management and fertilizer use;
• National trainings on the sustainable use and
management of fertilizers for extension services,
government staff etc.
• Implementation of the Global Soil Doctors
programme, a farmer-to-farmer training
programme;
• Offer trainings to retailers and agro-dealers on
sustainable use and management of fertilizers;
• Harmonization of methods and data on soil
fertility (GLOSOLAN) assessment;
Implementation at the national
level - continued
• Balanced/ precision fertilization
recommendations are development and
strengthened using country conditions and data;
• Pilot sites can be implemented to test the
implementation of the Fertilizer Code’s
principles;
• Review and/or development of national policies
for best fertilizer use and management practices.
Webinar on the Fertilizer Code's
implementation
• 490 participants from 89 countries including governmental officers,
researchers, companies, NGOs and UN organizations;
• Two keynote presentations;
• A wide discussion on the implementation of the Fertilizer Code among
attendees.

• To be launched in mid-June 2020. Main objectives:
• Define the international role and the specific objectives of INFA.
• Develop the INFA work plan
• Identify international organizations and other partners that INFA should
work with (identification of cooperation opportunities)
• All stakeholders working in the field of fertilizers quality assessment are
invited to complete the questionnaire at
https://forms.gle/Z5kYUpH5f6rpn6zUA. These inputs will be used to
open the discussion at the launch meeting of INFA.

Support needed
• Please include your comments and suggestions on the draft
version of the implementation plan of the Fertilizer Code.
• Need that implementation of the Fertilizer Code is
implemented at national level.
• What are the priorities at national level?

Editor's Notes

  • #3: The global issues that brought about the need for the Fertiliser Code are attributed to the large and widespread use of fertilisers; which have brought about a large increase in food production. However, despite the large volume of fertilisers produced, there are still many areas of the world that require nutrients for food production.
  • #4: Along with the benefits of fertilizer use however, there are negative affects on the environment and human and animal health
  • #5: Why was the Fertilizer Code developed? To providing a tool to support the Voluntary Guidelines on Sustainable Soil Management, and to combat the major threats to soils; The development of the Fertilizer Code was a direct response to COAG 25 to intensify its food safety work and technical support to smallholders at local level concerning the safe use of fertilizers and pesticides. It is also a response to many SDGs but specifically to: SDG 12.4 which states: By 2020, achieve the environmentally sound management of chemicals and all wastes throughout their life cycle, in accordance with agreed international frameworks, and significantly reduce their release to air, water and soil in order to minimize their adverse impacts on human health and the environment. It is also a response to the UNEA 3 resolution on managing soil pollution.
  • #6: These are some points that member countries have specifically mentioned to us.
