This document proposes a community partnership enterprise model for transitioning the town of Linlithgow, Scotland to more sustainable practices. It outlines a legal framework called "nondominium" that uses collective and associative agreements between stakeholders like custodians, users, managers, and investors. It also proposes an investment instrument called "Stock" that represents a credit returnable for use of productive assets. The goal is to create a collaborative and sustainable model where all stakeholders have an aligned interest in minimizing costs over time.
