Buying Energy Efficiency
Options and Considerations
   Identify energy efficiency solutions and self implement
    using Massachusetts procurement statutes M.G.L., ch.
    149 or 30B.
   Participate in the Utility energy efficiency incentive
    programs for prescriptive and customer energy savings
    improvements.
   Engage in an energy savings performance contract with
    an ESCO under M.G.L., ch. 25A and implement
    comprehensive energy infrastructure upgrades.

Performance Contracting Solution
   Creative financing method that leverages existing
    operating and energy budgets to implement turnkey
    building energy infrastructure solutions.
   Reinvestment of current energy dollars from
    operating budgets back into your buildings by
    leveraging the energy savings, guaranteed by the
    ESCO, to pay for the financing obligation.
   The borrowing, whether by lease or bond, is
    backstopped by the guarantee from the ESCO, not by
    additional tax revenues.

Creative Structuring with PC
   Optimize external incentive programs and internal
    capital to enhance performance contracting
    comprehensiveness.
   Execute inter-municipal agreements to enable
    municipalities to invest in energy efficiency in
    schools operated by regional school districts.
   Seek additional municipal capital beyond a self
    funding program to early retire aged and inefficient
    energy infrastructure under a comprehensive design-
    build program.
