Create a development policy within the M1-1 zone that will lead to revitalization
of the area while retaining existing industrial businesses, encouraging new ones
to locate there, and creating opportunities for affordable housing development.

Summary&Conclusion
SWOT ANALYSIS
Many land and business owners support the M-CROWN project objectives.
A Significant number of small businesses, maintains economic diversity in the area.
The businesses in the M1-1 zone provides many living-wage ‘Blue Collar’ jobs.
Growing number of ‘light manufacture’ businesses.
Many properties are vacant or underutilized.
M1-1 zoning does not provide incentives for new development.
This area development is ‘frozen’ (15% closed business, and many vacant buildings/lot are not offered
for sale/rent).

A Significant number of small businesses, maintains economic diversity in the area. The businesses in the M1-1 zone provides many living-wage ‘Blue Collar’ jobs. Growing number of ‘light manufacture’ businesses. Many properties are vacant or underutilized. M1-1 zoning does not provide incentives for new development. This area development is ‘frozen’ (15% closed business, and many vacant buildings/lot are not offered for sale/rent). Strengths Weaknesses
