Triage of Previous and Ongoing
Work on End-User Reqs.
• Past and on-going initiatives, intended to explore the
application of EO to the four focus domains of the EO4AGRI
project, are scattered across many years, and projects and
programs.
• Efforts related to precision agriculture go back about 25 years
and are great in number, whereas efforts focusing on
agricultural finance or on CAP payment systems, are much
more recent and much fewer in number.

Previous studies on User Requirements such as the Nextspace Report
(4,019 user requirements).
Completed projects inventoried in the COPERNICUS research
library
Completed projects inventoried in the CAP4AGRI site
Other projects financed by H2020 and ESA projects
On-going projects such as DataBio, NIVA and PREMIA
Member state funded projects in all four areas
o precision agriculture
o payment systems and CAP reform,
o Agricultural finance
o International cooperation on food security

Preliminary Statement of Purpose
• In order to
Bring on board the core team for each of the four end-user
communities and
Facilitate communication with stakeholders further down the
line…
• … it is useful to have a preliminary statement of purpose, to
justify the involvement of stakeholders in the EO4AGRI
project.
• In each case this will be modified as engagement with the end-
user community grows and as they take ownership of the
results of the work.

Model Engagement Processes…
• To help the task leaders get started and initiate engagement
with the four end-user communities, D2.1 provided a “model”
engagement process for each of the four communities. This
model is a conversation starter. The real engagement process
has to be agreed with the core team representing the
community.

Model Engagement Processes…
• In the case of the Precision Agriculture the model was structured as follows:
 Step 1: Identify on-going EO and big-data related INITIATIVES relating to
precision agriculture.
 Step 2: Create an inventory of USER REQUIREMENTS and OBSERVATION
REQUIREMENTS relevant to precision agriculture from all known studies
including those identified in step 1.
 Step 3: Create a taxonomy of high-level on-farm tasks relating to precision
agriculture that can serve as an open-source REFERENCE MODEL for key farm-
business processes
 Step 4: Carry out a SENSE-MAKING exercise to map the UR+OR data onto the
BP reference model. This should enable the identification of GAPS in terms of tasks
that require EO or big-data as input…
 Step 5: Gathering ECONOMIC insights into the cost of using EO and big-data and
the benefits to be derived from their use, both from the point of view of the
agricultural producers and those that advise them.
 Step 6: A SENSE-MAKING activity that brings together the available, all be they
‘fragmentary’ insights obtained concerning the costs and benefits attending the use
of COPERNICUS data to implement the business processes of precision agriculture.
 Step 7: A DEEP-DIVE workshop that validates the findings of previous tasks and
events and constructs a ROADMAP for the future of precision agriculture leading
up to the availability of next generation COPERNUICUS products and services

Internal Hand-off of Foresight
Methodology (May 27, 2019)
• An “Internal Workshop on the Implementation of the Foresight
Methodology” was held in Vienna at the premises of led by
Vaclav safar of Wireless Info. The purpose of the workshop as
to ma sure that the leaders of the main tasks of WP2
understood the Foresight methodology and were able tow start
the work of engagement with the four end-user communities
and to ask questions they might have about the method and the
expected impact of the application of a Foresight approach to
the user gathering an gap analysis.

Internal Hand-off of Foresight
Methodology (May 27, 2019)
• At this workshop, each of the task leaders for the four community
engagement tasks was asked to provide feedback on their task. In
the case of precision agriculture it was structured as follows
 Engagement with high level actors (who are they, draft MoU…)
 Engagement with key stakeholders (who are they, what is the plan…)
o Launch activity
o Sense making activity (or activities)
o Deep dive (or dives)
o Outputs (for UR+GA report, WHP, SRA, PRM, CFW)
 Interactions with WP3+4, WP5, WP6 etc. in particular what is needed
from WP5
 The use of gathered UR data
 The collection of other documents to support the engagement process
 The white paper (who signs it, who is it addressed to…)
