Organization DHS combines 22 federal agencies into four policy directorates: Border and Transportation Security Emergency Preparedness and Response Information Analysis and Infrastructure Protection Science and Technology The fifth directorate focuses on Management The U.S. Coast Guard, U.S. Secret Service and Bureau of Citizenship and Immigration Service exist as distinct entities

Border and Transportation Security Secure the borders and ports-of-entry of the United States Protect its transportation infrastructure Administer the nation’s immigration and customs laws Protect federal buildings Enforce agricultural laws at the nation’s borders Help build security preparedness at the state and local levels Balance security with preserving individual and economic freedoms Asa Hutchinson
Emergency Preparedness and Response Coordinate and support Federal, state and local readiness and response efforts for all disasters, including terrorist attacks Provide disaster preparedness educational programs for communities and citizens Expand and enhance current capabilities of the Strategic National Stockpile of pharmaceuticals and critical medical equipment Improve readiness and capabilities of the National Disaster Medical System (NDMS) teams Partner with other Federal emergency training institutions, standardize training curriculum and provide single portal for accessing the programs, including terrorism training programs Mike Brown
Information Analysis and Infrastructure Protection Identify and assess current and future threats to the homeland Map those threats against our vulnerabilities Issue timely warnings  Take preventive and protective action Frank Libutti
Science and Technology Partner with operational end-users to identify requirements and develop field capabilities to counter threats and enhance mission operations Engage government and academic and private sectors in innovative research, development, rapid prototyping and systems development Provide a rapid, efficient and disciplined process for systems engineering and development Provide the nation with an enduring research and development capability dedicated to homeland security Charles McQueary
Management The Management Directorate is responsible for: Budgeting, appropriations, expenditure of funds, accounting finance, procurement Human resources and personnel, including personnel security Information technology Facilities, property, equipment, and other material resources Identification and tracking of performance measurements relating to the responsibilities of the Department Janet Hale
United States Coast Guard (USCG)  Maritime Homeland Security National Defense Protection of Natural Resources Prevention and response to oil & hazardous material spills Protect against illegal fishing & destruction of natural resources Maritime Mobility Waterways management, ice-breaking, aids to navigation Maritime Safety  Search & Rescue Commercial & recreational boating safety
United States Secret Service (USSS) Protect the President and other government leaders  Plan, coordinate and implement security for designated national special security events (NSSE) Protect U.S. currency from counterfeiters and safeguarding Americans from credit card fraud Emphasize prevention through protective intelligence and threat assessment Apply dual mission to protect nation’s key assets and critical infrastructure W. Bureau of Citizenship and Immigration Services (BCIS) Immigrant and non-immigrant sponsorship Adjustment of immigrant status Work authorization and other permits Naturalization of qualified applicants for citizenship Asylum or refugee processing Visa issuance to foreign nationals Eduardo Aguirre, Jr.
Office of International Affairs Promote information and education exchange with nations friendly to the United States in order to promote sharing of best practices and technologies relating to homeland security Identify areas for homeland security information and training exchange where the United States has a demonstrated weakness and another friendly nation or nations have a demonstrated expertise Plan and undertake international conferences, exchange programs, and training activities Manage international activities within the Department in coordination with other Federal officials with responsibility for counter-terrorism matters
Office of National Capitol  Region Coordination  Mission Oversee and coordinate Federal programs for, and relationships with, State, local, and regional authorities in the National Capital Region  Functions Coordinate Assess Advocate Provide information Receive input  Serve as a liaison
Budget The President signed the first appropriations bill in the history of the Department of Homeland Security on October 1 st , 2003  FY’04 budget is over $30 billion and includes: $18.6 billion for Border and Transportation Security $9.1 billion for Emergency Preparedness and Response $839.3 million for Information Analysis and Infrastructure Protection $918.2 million for Science and Technology $6.8 billion  for the U.S. Coast Guard $1.14 billion for the Secret Service
FY 2004 Grant Funding Office for Domestic Preparedness : $4.037 billion for assistance to our nation’s first responders $1.7 billion for State Homeland Security Grants High-threat, high-density urban areas: $725 million  State and Local Law Enforcement Terrorism Prevention: $500 million Firefighter Assistance Grants: $750 million Citizen Corps $40 million
Training for First Responders Since September 11, 2001, agencies in the Department of Homeland Security have trained over 291,000 first responders and run exercises across the country in order to better prepare our nation’s front line troops in the war against terrorism Training  ODP – 270,473 first responders  ▪  EP&R – 462,525 TOTAL TRAINING – 732,998 first responders trained ▪  Exercises   ▪  ODP – 284 EP&R – 6,262 TOTAL EXERCISES – 6,546 exercises for first responders and emergency services
A national public information campaign that educates and empowers American citizens to prepare themselves for a disaster or terrorist attack. The campaign asks individuals and their families to take these simple steps to get prepared: Make a Kit of Emergency Supplies Make a Family Communications Plan Be Informed About What Might Happen FAQ: What is the Ready Campaign?
