It is intended to give a new insight into the power dynamics with
power shifts between professionals and disabled people and to
advance our understanding of how peer support and collective
mobilisation can lead to emancipation.

Peer support provides a reciprocal one to one relationship
between more experienced and less experienced individuals for
the purpose of personal and professional development. It
acknowledges that disabled people have expertise that can be
shared with other disabled people as a methodology for
improving social situations in a way that is practical and easy to
comprehend as it is grounded in direct experience.
                                                   Plamondon, 2007
Final Thoughts

French & Swain note competing definitions of how
empowerment is "provided", as opposed to how "it is
taken" (2008:138). This suggests that it is no longer
good enough that service providers sometimes
deliver, they must be made to relinquish their so-
called duties and responsibilities so that disabled
people can wrest power away from professionals.
There is nothing static about this, as "empowerment
is viewed as a continuing process of change rather
than a product that is or is not achieved”.

Editor's Notes

  • #2: Why am I doing this research? In 2009 Westminster City Council started an individual budgets pilotIt was my feeling that as individual budgets was a scheme that concerned disabled people that we should seek to actively participate in the pilot and not rely on the council to design the process and to consult us after the fact. In addition to this claims had been made by organisations such as In Control about how IBs have transformed peoples lives for some years but again the research published by In Control was council led and in my view the citizens were viewed as research subjects rather than active participants. I was interested and wanted to investigate what the emancipatory elements were from the perspective of disabled people and if the research and process was co-designed by them if the outcomes would be different. Was it just the mere fact that it was a new processWas it the fact that people got given moneyWas it that they had more controlA greater ability to make changes for themselvesThe main aim of the research was to seek to generate new knowledge through analysing of some of these processes. The rationale is to investigate if the process of self directed support can lead to increased emancipation through power shifts between disabled people and welfare professionals.
  • #4: I hope the research will merit peer review as it will present new data in conjunction with supporting literature taken from disability studies Being published is up to the lap of the godsI will disseminate the reports as case studies to be given freely on the website to other CILs.
  • #5: It is intended to substantiate with data analysis the hypothesis that power shits have to be navigated between those professionals who begin with unequal power base and those disabled people who are able to navigate new relationships with the aim of achieving more parity and that this can be achieved through peer support and collective mobilisation.
  • #6: Furthermore French & Swain note competing definitions of how empowerment is "provided ", as opposed to how "it is taken " (2008:138). This suggests that it is no longer good enough that service providers sometimes deliver, they must be made to relinquish their so-called duties and responsibilities so that disabled people can wrest power away from professionals. And as it my intention and endevor for disabled people to have the last say I will leave you with this… show the video(After this slide, insert 07CommissioningAndIB video)
