Key activities: research projects, surveys, and
scientific events
Fields of research: urban development, sustainability,
transport, urban & regional planning,
governance, GIS, political & social
geography
Area of study: Germany, Eastern Europe, North
America, China and Vietnam
•
A research project ─ CLIENT program ─ German Ministry
of Education and Research (BMBF)
•
CLIENT program: Int’l Partnership of Technologies &
Services for Sustainable Climate & Environmental
Protection
•
REMON: partnership btw. G. & V. organizations for
energy efficiency & reduction of transport-related
emissions in Hanoi
•
3-year project funded by German Ministry of Education
and Research (BMBF), & Vietnamese Ministry of Science
and Technology (MOST)
Model Project: Project Context I Objectives I Hanoi City ? I Partners & Tasks I Project Team 4
REMON – REAL-TIME MONITORING OF URBAN TRANSPORT
Key goals:
1. Reduce air pollutants & emission and alleviate energy
consumption in transport in Hanoi
2. Develop tools to evaluate improvements for short-term traffic
optimization and long-term transport & urban planning &
management
Specific Objectives: (7)
1. Reduce traffic jams & emissions from urban transport;
2. Visualize & digitalize the traffic information system based on
Floating Car Data (FCD) & Floating Phone Data (FPD)
 provide real-time traffic information;
3. Adapt the FCD system for traffic detection & monitoring
to the motorcycle-dominant city of Hanoi via FPD.

Floating Car Data (FCD) & Floating Phone Data (FPC) ?
 FCD & FPD ─ GPS technology
& geo-information based
technologies;
 Vehicles ─ onboard
units/mobile phones ─ transmit
GPS data (location, time &
speed of individual vehicles ) ─
a data center ─ regular time
intervals;

 FCD & FPD systems =
dynamic distributed networks
of sensors ─ traffic flows,
vehicular emissions, &
transport-related issues
(accessibility & travel
patterns)

Main concerns:
Traffic Accidents
in Vietnam
Source: Traffic & Transportation News (2010, 2012)
Reasons of Traffic Jams in Hanoi
 Uncoordinated planning &
management
 Low land area for traffic &
transportation (8%)
 Serious shortage of parking space
 Narrow road lanes in the inner city
 Inappropriate public transport system
 Mixture of diff. traffic means
in circulation on the same road
 Almost all inner city districts
have traffic congestion

1. Tackle transport problems for the
city’s environmental & economic
interests
E.g. >14.000 losses of life, & >140.000
injured nationwide annually
(Statistics from Ministry of Health, 2010)
2. FCD & FPD for traffic detection &
monitoring
 most technologically advanced
 cost-effective
1. favorable for environment-friendly
transport management & planning
in the long-run
3. At national & international level,
complete the scientific question
empirically - FPD theory -
motorized two-wheelers.

Good points:
CONCLUSION 17
Open questions:
1. 3-year project ─ data validity & long-term impact ><
dynamic urbanization >> a new projects / how follow-ups?
2. Reduce adverse traffic impacts on environment >>
campaign ─ use of non-motorized vehicles, public
transport & electricity-powered vehicles ─ municipal
authorities & traffic management strategies ?!
3. Action plans for integrated transport & urban planning &
management ─ environmental protection as an integral
part !!
Thank You!
