ASSIGNMENT
PART I: SHORT RESPONSE
Directions: Please answer each of the following questions.
Ensure that your responses are at least 1-2 paragraphs in length
for each question. You may include examples from the text;
however, please include APA citations as necessary. Please
visit the Academic Resource Center for a concise guide on APA
format.
1. Describe the colonial period’s three legacies to
contemporary policing. Then list and discuss two powerful
trends in England and America that brought about changes in
policing in both countries.
2. List and describe major characteristics of the three eras of
policing.
3. Describe August Vollmer's contributions to policing.
4. Discuss how Peel's “principles" of policing are relevant to
today's police practices.
5. Explain the 1829 "Metropolitan Police Act," and what it
provided to the history of policing.
6. Explain the contributions that were made to professional
policing by William Parker.
7. Describe how policing was returned to its roots by the
President's Crime Commission.
8. Examine how the struggle for civil rights affected the
police-community relationship.
9. Describe the functions of the law enforcement agencies
contained within the U.S. Department of Justice.
10. What are the agencies contained with the Department of
Homeland Security, including their roles and functions?
11. What is INTERPOL and how does it function?
12. Discuss the Uniform Crime Reports—its methods of
collecting data, purpose, and shortcomings.
13. What is the role of the National Crime Information Center
(NCIC)? Discuss its purpose and application by law
enforcement agencies.
14. This chapter described two “other” federal law
enforcement agencies—the CIA and IRS. How would you
describe their major roles and functions?
15. Describe the primary functions and organization of state
law enforcement agencies.
PART II: JOURNAL ACTIVITY
Review the website of any large law enforcement agency (e.g., a
large city police department, large county sheriff's office, state
police agency or a large federal law enforcement agency) and
write a 200-400 word essay (1-2 pages, 12-point font, double
spaced) about the history of the agency and how it has grown to
its current level of resources and divisions.
1. The three legacies to contemporary policing where local,
republicanism, and crime prevention. This became the
framework in which policing is model off of in today’s society.
In this time, a colonist formed a local policing in which they
then formed republicanism which was supposed to be a form of
government. Republicanism asserted that power can be divided,
and it relied on local interests to promote the general welfare
(Peak 10). Since the population had then double, the came up
with plans and theories of policing to prevent crime.
2. Political, Professional and Community are the three eras of
policing. Political was from 1840 to 1930 and it was the era of
hiring and firing, police corruption, and minimal education and
training. They had an intimate relationship with the community
and the tactics and technology were foot patrol. The
professional era was from the years of 1930 to 1980 and within
this era came about, civil service protection, scientific theory of
administration. Higher education and training standards.
Community era or COPS was the era of citizen involvement in
problem identification and problem solving. Emphasis on crime
prevention.
3. August Vollmer started the first police school. He was also
responsible for police officer using automobiles, and radios
within the patrol cars. He came up with the idea to examine
recruits physical, and mentally to make sure they were equip for
the job. Came up with the theory for the lie detector test.
10. Department of Homeland Security consists of the office of
Health Affairs, which coordinates all DHS medical activities.
U.S. Customs and Border Protection prevents tourists and
immigrants from crossing the U.S. border. ICE (Immigration
and Customs Enforcement) is responsible for identifying and
shutting down vulnerabilities both in the nation’s borders. The
Science and Technology Directorate is over the primary
research and development area of the department. The
Directorate for National Protection and Programs works to
advance DHS risk-reduction mission (Peak 44&45).
11. INTERPOL is International Criminal Police Organization
who consist of law enforcement national wide who monitor and
track criminals who may have left the country.
12. Uniform Crime Reports are FBI publication that includes
crime data reported from more than 15 thousand state and local
police agencies concerning different types of offenses (Peak 54)
13. NCIC also known as national Crime information Center is a
database the allows law enforcement agencies to view a
criminal’s crimes committed national wide.
15. State law enforcement agencies State police organizations
perform general law enforcement functions and are engaged in
patrol, traffic control, crash investigation, and related functions.
Although the public typically views state troopers while they
are engaged in random patrol and enforcing traffic laws on state
highways, troopers actually perform a surprising variety of
nontraffic functions (Peak 61).
