Monitoring for service delivery
ASPECTS OF SUSTAINABLE SERVICES –
EVERYONE FOREVER

• Finance

• Institutions

• Water Resources

• Monitoring

                                    2
WHY MONITORING

• To be able to see changes taking place

• To be able to identify success and good practice, and to
change course when things are not going well

• Needs to have a view to the long-term, changes over time,
and capacity to analyze and use data collected

                                                              3
WHY NOT MONITORING

• It is hard to establish a robust system which requires long-
  term horizon

• Valuing monitoring but the project cycle so many are locked
into will not pay for it

• Culture of caring about lasting results

                                                                 4

WHAT TO MONITOR

• Users – level and sustainability of the service being received
  at the system level

• Service Providers and Operators – effectiveness of service
  delivery approach

• Regulators – effectiveness of enabling environment

• Common National and sub-national frameworks – providing
information to inform decisions and allocations to support
  services that last
                                                                   6
FINALLY…..

• Embedding Monitoring within local institutional environment

• Emerging Practice and Tools make for more illuminating
  future

                                                                7

LEVELS OF SERVICE: QUESTIONS THAT ARE SCORED

Do the number of Do the users live within
Is this an improved users meet government standards
water point? government of distances to the
                                standards? water point?

                            Does the water source
Has the water system Do the number of fecal
                               provide enough
been down for more coliform present meet
                            drinking water for the
than 1 day in the last government
                            community every day
         30 days? standards?
                                 of the year?

                             Does the number of
                              liters of water per
                            person per day meet
                            government standard
