This document discusses designing compensation systems to motivate performance improvement. It defines incentives and compensation systems, and notes there is variation in purposes, performers, performance measures, incentives, and timing. Comprehensive compensation systems identify multiple performer levels and categories, specify desired behaviors and outcomes, provide various incentive categories, and have detailed procedures for incentive distribution. Compensation is a powerful tool, but won't fix issues like unwillingness to disclose information or specify desired results. An ADDIE-like model can be used to analyze, design, implement, and evaluate compensation systems. The compensation must align with business strategy and other performance elements to avoid legal issues.
