The Duterte Administration believed that Social development has improved
the access of Filipinos to quality basic social service delivery in
education, training and culture; health and nutrition; population and
development; housing; social protection; and asset reform during the
past administrations.
According to PDP 2017-2022
SOCIAL DEVELOPMENT
The social development sector Of Duterte Administration was able to
implement the following programs for the Filipino People.
Distinct programs of Duterte Administration:
• 4Ps or RA 11310 An Act Instutionalizing the Pantawid Pamilyang Pilipino
Program - Sponsored and Authored by Sen. Bam Aquino
• UHC Universal Health Care or Republic Act 11223 (Kalusugang

EDUCATION IN THE PHILIPPINES

• Commission on Higher Education (CHED)
• Technical Education and Skills Development Authority (TESDA)
Literacy Rate
Adult literacy rate is the percentage of people ages 15 and above who can both
read and write with understanding a short simple statement about their everyday
life.
Philippines literacy rate for 2019 was 96.28%, a 1.9% decline from 2015.
Philippines literacy rate for 2015 was 98.18%, a 1.78% increase from 2013.
Philippines literacy rate for 2013 was 96.40%, a 0.98% increase from 2008.
Philippines literacy rate for 2008 was 95.42%, a 2.83% increase from 2003.

HEALTH
SOCIAL DEVELOPMENT
Mental Health Awareness
The Philippine healthcare system is shared between the public and private
sectors. The pandemic allowed hospitals to upgrade and increase their
facilities to cope with the situation. Public hospitals focus their efforts on
preventive and primary care while also taking the lead in educating the
public on health issues.
The DOH's Wellness Movement draws on practical behavioural approaches to improve
the well-being of healthcare workers at their workplace and beyond. This initiative is
in line with the country's Mental Health Act, which recommends integrating strategies
promoting health in the workplace

HOUSING
SOCIAL DEVELOPMENT
Housing problems in the Philippines are a serious issue that can stall the
rapid development and growth of the country. The economy and
infrastructure of the country may be improving, but experts say the
lower segments of the socioeconomic classes don’t feel this.
The housing backlog in the Philippines is a whopping 3.9 million
households, which means there are 3.9 million families without a home
to call their own. If the production of housing units would average
200,000 every year from 2012 to 2030, the backlog would persist.
Around 6.5 million families will still be homeless by 2030.
Additionally, there are over 4 million Filipino families that are living in
unsustainable housing conditions. They lack security and safety with no
access to clean water and electricity.

In the Philippines alone, 70 million people live in substandard housing, and this is
projected to grow to 113 million people by 2030. Housing indicators are sliding
backwards; rapid urbanization is driving precarious construction in oftentimes precarious
locations.

Environmental issues in the Philippines
The Philippines is among the largest contributors to global ocean plastic
pollution. The country generates an estimated 2.7 million tons of plastic
waste each year, with approximately 20 percent ending up in the ocean.
The Philippines, unfortunately, ranks low in terms of environmental
sustainability. According to the Environmental Performance Index (EPI), the
country placed 158th out of 180 nations.

Much of this runoff flows to the sea, carrying with it agricultural fertilizers and pesticides. Eighty

called nonpoint source pollution, which occurs as a result of runoff.

comfortably on your income
and save for the future. A big
sign of financial security is
having enough emergency
savings to cover yourself
when times are tough.
Another sign is steering clear
of high-interest debt.

The Philippines ranks third from last in
terms of financial literacy with only 25
percent of its adult population being
financially literate among the eight
Association of Southeast Asian Nations
(ASEAN) countries assessed by Standard and
Poor's (S&P) in 2014, which raised voices of
concern across the country.

SOCIAL DEVELOPMENT
Public participation is the engagement of individuals with the various structures and
institutions of democracy, including voting, contacting a political representative,
campaigning and lobbying, and taking part in consultations and demonstrations.
The Philippines belongs to the global community of nations. As the first democracy in
Asia, it has been proactive in international and regional organizations. It is one of the
UN's founding members and one of the five original members of the Association of
Southeast Asian Nations (ASEAN).

FAMILY LIFE
SOCIAL DEVELOPMENT
Family is of the greatest asset among
the Filipinos. It is the wealth they can
never exchange to anything else
including money. Basically, they are, at
all times, emotionally attached to their
families even after marriage and
separation from their parents. Many
would think that Filipino are
economically dependent on their
mothers as they tend to give their
children to the custody of their
parents. For some reason, it really is,
but as a respect to tradition,
attachment to families is absolutely a
Philippine culture. Culture as it is, and
it cannot be argued. It does not mean
that the children are uncapable to live
independently, but it is a form of love
for parents.

PHILIPPINE DEVELOPMENT PLAN
2023-2028
By 2028, Filipinos are envisioned to have long and healthy lives in livable
communities with enough opportunities for high-quality lifelong learning
for them to become healthy, smart, and innovative people. These
communities should support the overall well-being of Filipinos by guiding
them to make healthy choices and ensuring access to health services.
Transformative lifelong learning opportunities are also instrumental in
developing the capabilities of Filipino families and leading them to
achieve their full potential.
Finally, these efforts are enabled by an upgraded plan for human
settlements that provide equitable, inclusive, and resilient environments
and promote economic vitality. This chapter lays down the lessons
learned from previous efforts in human and social development as well as
key transformational strategies that boost the health and well-being of
Filipinos, improve education and lifelong learning, and establish livable
communities.
