Steps
1 Open the OMS Element Manager and go to Tree View.
Expand the topology tree of the RNC.
2 Enable the feature in the RNFC object.
1. Select Edit Parameters in the RNFC object.
2. Under General tab, set the MOCNenabled (Multi-Operator Core Network enabled) parameter value to Enabled and apply changes.
3 Configure the Common PLMN in the RNC object.
The CommonMCC and CommonMNC parameters together form the CommonPLMN parameter. The CommonMNCLength parameter is provided according to the number of
digits in the CommonMNC.
To configure the parameters:
1. Select Edit Parameters in the RNC object.
2. Under Identification tab configure CommonMCC, CommonMNC and CommonMNCLength parameters.
The NullNRI parameters (available in IUO object under Identification tab) for the network and domain can also be defined. These have to be unique for
each network in the same CS or PS domain, but the same NullNRI parameters can be used, for example, for the same network in different domain
(when NullNRI parameter of one operator equals zero for PS and CS side, the same value of this parameter cannot be used for different networks at the
same time). The CN side element uses NullNRI parameter (inserts it into (P-)TMSI of UE) when it's going into or it's in a maintenance mode. When it
happens, the Iu object state in RNC is set to BAR-US and the RNC sees the NullNRI parameter being used in (P-)TMSI of the UE. Then the RNC does
not route this UE traffic into that CN element anymore. As a result the CN element is emptied of the active traffic.
OperatorWeight is also an MOCN parameter. The sum of all provided weights should be 100 or 0. The unit is one per cent (%) (in the special case of “default
operator” strategy, 100%/0% weights are provided).
To configure this parameter:
1. Create IUO object: right-click on RNC object icon ► Create New Object ► IUO.
2. select Edit Parameters in the IUO object. It is located under General tab.
If all RANAP messages towards CN have to contain the Global RNC ID with Common PLMN ID as PLMN ID part, use the following command to activate
it:
For IPA-RN, use the MML command:
ZWOC:7,269,9;
For mcRNC, use the SCLI command:
fsclish -c "set app-parameter configuration-parameter class 7 number 269 value 9"
4 Configure PLMN identities for sharing operators in IUO objects.
Configure PLMN identity list if the Multiple PLMN List Included parameter value is set to Multiple PLMN List broadcasted - see step Create an
MOCN cell (WCEL object).
1. Select Edit Parameters in the IUO object.
2. Under the Identification tab define the PLMN identity of one of sharing operators (PLMN 1) by setting Mobile Country Code, Mobile Network Code
and Moblie Network Code Length parameter values and apply the changes.

3. Under the General tab configure the shared area PLMN identity of one of sharing operators (PLMN 1) as follows:
Set the Shared area Mobile Country Code parameter value to the Mobile Country Code parameter value of the other sharing
operator (PLMN 2).
Set the Shared area Mobile Network Code parameter value to the Mobile Network Code parameter value of the other sharing operator (PLMN
2).
Apply the changes.
4. Repeat steps a), b), and c) for other IUO object with PLMN identity values of other sharing operator (PLMN 2) and apply changes.
5 Configure the NRI values in IUCS and IUPS objects.
1. Create the IUCS object: right-click on RNC object icon ► Create New Object ► IUCS
2. Select Edit Parameters in the IUCS object.
3. Under the General tab set theSignaling point code parameter value to the same value as point code of the peer MSS.
4. Under the Identification tab select NRI for CS Core routing list, add an item and configure maximum and minimum NRI values to the same as
configured for MSS.
5. Under the Identification tab configure IUO Object Identifier parameter.
6. Apply the changes and repeat steps from a) to e) for the IUPS object.
The NRI values of network sharing operators have to be planned in cooperation between the sharing operators. The agreed values are mandatory for the MOCN
to operate.
Typically the operators define only one NRI for each CN element (MSS or SGSN). The same NRI is defined on the both CN and RNC sides.
DO NOT ACTIVATE MOCN WITHOUT THESE PARAMETERS IN PLACE.
Full NRI planning procedure is out of scope of this document.
6 Configure the NRI length value in the IUO object.
1. Select Edit Parameters in the IUO object.
2. Under the Identification tab, set the NRILengthForCSCN (NRI length for CS Core Networks) and NRILengthForPSCN (NRI length for PS Core
Network) parameters to the required value.
3. Apply changes.
The NRILength parameters for CS and PS networks available in the IUO object (under the Identification tab) must be defined for the MOCN. Different
NRILength parameters can be used for the CS and PS sides. The NRILength parameter must have the same value for all operators in one domain.
7 Configure the CSCNDRXLength and PSCNDRXLength parameters in IUO object.
1. Select Edit Parameters in the IUO object.
2. Under SystemInfo tab configure the CSCNDRXLength (CN CS domain specific DRX cycle length) and PSCNDRXLength (CN CS domain specific
DRX cycle length) parameter. The value of the parameter must be configured to be the same in all the IUO object instances in the RNC.
The DRX cycle length is used for the CN domain to count paging occasions for discontinuous reception. Different CSCNDRXLength/PSCNDRXLength
values in the RNC might cause problems in paging, for example, UEs will not be able to receive all paging messages.
8 Configure the PS_NMO parameter in IUO objects.
1. Select Edit Parameters in the IUO object.
2. Under SystemInfo tab configure the PS_NMO (Network Mode of Operation) parameter. The value of the parameter must be configured to be the same
in all the IUO object instances in the RNC.

9 Configure the CS_T3212 parameter in IUO objects.
1. Select Edit Parameters in the IUO object.
2. Under SystemInfo tab configure the CS_T3212 (T3212) parameter. The value of the parameter must be configured to be the same in all the IUO object
instances in the RNC.
10 Create an MOCN cell (WCEL object).
To create a new cell as the MOCN cell with Common PLMN:
1. Click on the arrow next to the WCEL group object icon and select Create -> new WCEL to open WCEL creation window.
2. Under Identification tab select Global CN Id list and its item.
3. Configure Mobile Country Code, Mobile Network Code, and Mobile Network Code Length parameters with values of CommonMCC, CommonMNC
and CommonMNCLength parameters.
CommonMCC and Common MNC parameters’ values have been configured in step Configure the Common PLMN in the RNC object.
4. Under General tab configure the Multiple PLMN List Included parameter in the MOCN cell (optional).
When Common PLMN is used, including Multiple PLMN List Included parameter in the MOCN cell is optional.
Set the value of the Multiple PLMN List Included parameter to Multiple PLMN List broadcasted to broadcast Multiple PLMN list in Master
Information Block (MIB). The parameter is located under General tab.
To create a new cell as the MOCN cell with PLMN identities (PLMN 1, PLMN 2):
1. 1. Click on the arrow next to the WCEL group object icon and select Create -> new WCEL to open WCEL creation window.
2. Under Identification tab select Global CN Id list and its item.
3. Configure Mobile Country Code, Mobile Network Code, and Mobile Network Code Length parameters with values of PLMN1 or
PLMN2 MCC, MNC, and MNC Length parameters.
MCC, MNC, and MNC Length values of PLMN Identities have been configured in step Configure PLMN identities for sharing operators in IUO
objects.
4. Under General tab configure the Multiple PLMN List Included parameter in the MOCN cell.
When PLMN identity (PLMN 1, PLMN 2) is used, including Multiple PLMN List Included parameter in the MOCN cell is
mandatory.
Set the value of the Multiple PLMN List Included parameter to Multiple PLMN List broadcasted to broadcast Multiple PLMN list in
Master Information Block (MIB). The parameter is located under General tab.
11 Activate the MOCN in the MSS and SGSN.

Expected outcome
