The Norwegian Directorate for ICT and Joint Services has developed a model from 2018 to 2021 for transforming subscription-based social sciences and humanities journals to open access without requiring article processing charges (APCs). Funded primarily by the Norwegian Research Council and the Ministry of Education and Research, the model has faced challenges including the development of a sustainable cost model and transparency in the selection process. Future plans aim to negotiate with both traditional and new open access publishers to create a more sustainable framework for these journals.
