Chronic exposure to moderate noise levels was recognized as a growing concern, with studies finding it can damage whale hearing and alter behavior. Shipping noise was a major focus, with research exploring how it dominates ambient noise over large areas and efforts toward developing quieter ship designs and operations. Whale watching and recreational boating noise
