Background information (2) European Commission  hosted a conference  on  Scientific Publishing in the European Research Area - Access, Dissemination, and Preservation in the Digital Age- Brussels (Feb. 15 – 16 2007 )   The EC released "Communication on access to scientific information in the digital age" (Feb.15, 2007) Open Access Seminar, March 16  2011 UNESCO
Excerpts from the Communication (Feb.15 2007) "Initiatives leading to wider access to and dissemination of scientific information are necessary, especially with regard to journal articles and research data produced on the basis of public funding” “  it will issue specific guidelines on the publication of articles in open repositories after an embargo period"   Open Access Seminar, March, 16 2011 UNESCO
EC and OA initiatives The Seventh Framework Programme for research and technological development (FP7) is launched in 2007 EU chief funding research initiative 2007-2013 EC  rules Open Access publishing costs covered in FP7 ERC –  Scientific Council Guidelines for Open Access (December 2007) EC launches the Open Access Pilot Project (FP7) in August 2008 Open Access Seminar March, 16 2011 UNESCO
Reimbursement for open access publishing in FP7 Open access publishing costs are covered in FP7 Publication costs (including author pays/gold open access fees) are elegible for reimbursement: Legal reference :II.16.4 of FP7 Model Grant Agreement permits 100% reimbursement for “other activities” including open access publications Open Access Seminar, March 16 – 17 2011 UNESCO
ERC Scientific Council  Guidelines for Open Access (December 2007) Peer –reviewd publications: to be deposited on publication into an appropriate research repository and subsequently made Open Access within 6 months of publication Primary data: essential that primary data (linked to publications) be deposited in relevant databases as soon as possibile, immediately or no later than 6 months after publication  Open Access Seminar, March 16 17 2011 UNESCO
Open Access Pilot in FP7 FP7 grant recipients are expected to : deposit   peer reviewed research resulting form their FP7 projects into a on online repository Make their best effort  to ensure open access to these articles within  6 months after publication (12 months for Science in Society  and for Socioeconomic Sciences and Humanities) [Special Clause 39 of Grant Agreement] Embargo (6/12 months) allows  scientific publishers to ensure a profit for their investement  While then providing OA to research articles once the embargo has lapsed Seven Areas Energy Environment  (including Climate change) Health ICT   (only cognitive systems,interaction and robotics) Research Infrastructures Science in Society Socioeconomic Sciences and Humanities UNESCO
Open Access Pilot Project Open Access applies to any manuscript that: is peer reviewed and accepted for publication results from  funded research in one of the 7 areas (20% of the total budget of FP7) has a grant agreement signed after August 2008 bearing the Special Clause 39  (700 grant agreements contain this clause  in November 2010 ) Open Access Seminar, March 16 17 2011 UNESCO
Best effort A formulation that strongly encourages researchers& publishers to comply, while guaranteeing scientific freedom Reference: Guide to IP Rules for FP7 Projects, p. 15-18 Researchers/authors are invited to seek information on publishing models and copyright/licensing policies (e.g Sherpa Romeo) If publishers’ policies do not allow compliance with  the grant agreement, authors are invited to negotiate an amendment or request an authorization to self-archive If authors cannot comply with SC39, EC  has to be informed and provided with publisher’s proof of refusal Open Access Seminar, March 16 – 17 2011 UNESCO
And afterwords… During and after FP7, the Commission will analyse the impact of the pilot and its  benefits to  Eu funded research with the European Parliament, Member States and stakeholders The results of the pilot will probably be used as an input to the Commission’s deliberations on the next steps to enhance access to research data and results at both European and national levels The results  will have an input for the next Eu funding Programme  starting in 2014 Open Access Seminar, March 16 2011 UNESCO
Funded in FP7  Programme – Research Infrastructures Duration: 2009- 2012 38 partners (coordination, scientific communities, technical partners, libraries/libraryIT) of which 27 national organizations covering the entire European Union its goal is to implement the FP7 Open Access Pilot Project http:// www.openaire.eu Open Access Seminar March 16 2011 UNESCO Open Access Infrastructure for Research in Europe
OpenAire makes  Open Access a reality  for research publications OpenAire addresses projects with special clause 39 in their grant agreement Builds on a previous EU funded initiative DRIVER  (Digital Repositories Infrastructure Vision for European Research)  http://www.driver-repository.eu /  (FP6-  E-Infrastructure) an-European infrastructure for digital repositories, offering sophisticated services and functionalities for researchers, administrators and the general public.  ) Open Access Seminar, March 16 2011 UNESCO
Promotes FP7-pilot and ERC OA guidelines Supported by  National Open Access Desks (27 countries) ‏ Provides OA “toolkits” for Researchers Institutions  Provides a  portal for deposit, search of OA publications Liaison with Other European OA initiatives Publishers CRIS systems Open Access Seminar, March 16 2011 UNESCO
PORTAL Its  portal is built on D-NET (same technology used in DRIVER) Access to scientific publications Search, browse Visualization tools Link to OpenAire compliant repositories for deposition of articles Harvest OA publications from existing repositories Setup repository for orphan researchers (INVENIO) ‏ Provide monitoring tools for Document/depositing statistics Usage statistics from repository infrastructure Interoperation with other infrastructures  Open Access Seminar, March 16 2011 UNESCO
Conclusions FP7 Open Access Pilot and OpenAIRE are practical examples of EU commitment on OA Open Access to publications should become the general principle for project funded by the EU research Framework What is still needed is further engagement of Member States and associated countries to undertake actions to ensure dissemination, transfer and use of research results also through open access to publications and data from publicly funded research EC organized a Policy Workshop on Nov.25-26  2010 with national experts on open access and preservation Key results: need for Member State networking, top-down policy approach is useful, topics emphasised: metrics, standards, awareness raising, funding, copyright Funding to facilitate Member State networking and co-ordination (Call for Proposals closed on January 20 2011).
