Grassroots governance may be the solution for resilient communities. It allows for ownership over decisions at the local level, prioritization of community needs, impact of resources allocated, access to local information, and organized community groups. However, there are still questions around how to validate and formalize grassroots governance without creating bureaucracy, ensure inclusivity of minority groups, determine the length of outside facilitation to avoid dependence, balance resilience investment with accountability of other structures, and donors' willingness to invest before tangible results. The definition of "community" may also differ between rural and urban areas and affect appropriate governance structures.
