- 2. Background Mobile Strategy 2 • Mobile applications bring competitive advantages to business through improved information flow, faster decision making and abundant access to key resources. With over 1,100 mobile users within NCUA, the development of mobile applications means business at their fingertips. • Continuous studies prove that we are moving to a world in which more people depend on tablets and smart phones for functionality. • By developing mobile apps, this will help to address business workflow hiccups such as inadequate accessibility to information and the lack of productivity within the workplace.
- 3. Benefits of Mobility for NCUA Mobile Strategy 3 When mobility is implemented into a business or organization, that business or organization gains great benefits. According to research conducted by the CIO Executive Board, • Demand for Higher Productivity - Pressure to work more productively and deliver more services while reducing costs. • Greater Knowledge Intensity - Growing reliance on information as both a source of service delivery and a critical ingredient in workforce productivity. • Greater interdependence - Employees requesting mobile access and capabilities as the amount of work outside and across government agencies increases.
- 4. Project Constraints Mobile Strategy 4 As NCUA moves toward a mobile friendly environment, constraints will most likely grow as the project plan is developed. The following constraints are probable when developing and pioneering mobility within the agency. • To date, there are limited IT resources available to support mobile app development. • Although there are many companies that deem themselves the best in mobile application development, procuring a company that adheres to all security and agency protocol will be intensive. • It is difficult to control and regulate access to mobile applications on government furnished mobile handheld devices.
- 5. What Other Agencies Are Doing Mobile Strategy 5 Federal agencies are adapting a more competitive edge by implementing mobile applications into their agency. This allows their agencies to offer official information and services on a larger scale to the general public in turn giving them support and a greater backing publicly. Examples of mobile applications in other agencies: • USDA Agricultural Department – Ask Karen Users can “Ask Karen,” an automated system as well as receiving live help from a food safety expert who is on hand to answer any questions on food and its preparation. • Veterans Affairs Department – Veteran Affairs Mobile This application has a searchable database of state VA facilities. The app also provides information on how to claim veterans benefits’. There is also a suicide prevention area for people seeking help. • Center for Disease Control and Prevention – CDC Mobile Provides around the clock disease prevention tips, and updates with important health concerns and events throughout the year.
- 6. What We Have Done at NCUA Mobile Strategy 6 OCIO has had success in the development of mobile applications for the agency. Expanding these applications will further the innovative and long- standing reputation of the agency. Below are the apps that we currently have developed: • WatchList - Designed for NCUA employees; users gain access to certain statistics about Credit Unions. For example examiners use the application to get information on when a Credit Union was last audited as well as other information they may need. • CU Locator - This application was created to help users locate Credit Unions “on the go” using GPS compatibility on their smart phone. It also allows one to dial a Credit Union through the application. Users can locate a branch and get directions using the application’s mapping function.

Suggested Mobile Apps Mobile Strategy 7 The mobile applications below have been derived from very common NCUA daily business practices and essential information either provided internally or publicly. • Hit The Road Mobile App - The Office of Consumer Protection (OCP) would like to see this game, currently featured in “Pocket Cents” on MyCreditUnion.gov, as a mobile downloadable application. Users will be able to gain knowledge on saving and financial literacy on behalf of NCUA while on the go! • Time Management System (TMS) Mobile App - Presented by the Partnership Council, this application is for time report information submitted by NCUA examiners and field employees. • Leave Request Mobile App – Presented by the Partnership Council, this application would make forms 1324 and 71 (Leave Request) available via a mobile application. • NCUA Cyber Security Mobile App - Pertinent information regarding important topics and categories would be included and made available such as: NCUA Regulations and Guidance, Information Sharing Forums on Cyber Threats, Best Practices, and Privacy.

Approach for Implementation Mobile Strategy 9 The following is a high-level overview of the phased approach: • Phase I: Research conducted to gather Best Practices and to determine the best implementation approach. • Phase II: Requirements will be gathered, a team will be assembled to begin the design and building process. • Phase III: Hardware/Software will be purchased and system will be created in the web-based environment and tested by the IT development group. • Phase IV: All employees will receive training on the new web-based platform. Product will be released to users. • Phase V: Internal/External Marketing along with user feedback.

- #5: As project planning begins and more constraints are identified, they will be added accordingly. Bidding and outsourcing would be ideal to save the company money. Unless the outsourced company’s scope is clearly defined, the agency could be left with a soon-to-be outdated product with limited support of internal developers. This would be due to internal developers not having appropriated bandwidth to support the particular project.

- #7: CU Locator: Updating this application to a mobile ready development will allow identification of the physical address of a Credit Unions main office branch.
- #8: Interviews with personnel representing different departments coupled with attending the ITPC (Information Technology Prioritization Council) meeting helped gain an understanding of the current state of the mobile app efforts within the agency. It also gave insight to where the customer base would like to see the agency move towards.
- #9: Website that showed cost breakdown for developing of mobile applications. Showed cost platform app would be compatible with as well as cost break down of each app feature.
