  • #21: In terms of where they could be located, the amendment limits these containers to (read Slide) DDOB are accessory structures, so changes to already approved special permit/special exception uses would be evaluated as minor modifications on a case by case basis, based on whether or not such containers would be considered in substantial conformance with the original approval. [NOTE if asked: Also note that the allowance for residential districts is with respect to principal nonresidential uses, not accessory uses to principal residential uses (i.e. community pools or recreation facilities of residential communities).]
  • #22: The amendment allows a maximum of 2 boxes on a lot, in a single contiguous area to allow for more efficient compliance These containers would be permitted in any yard except the minimum required front yard and are required to be screened from view of 1st story of adj. dwelling Boxes are also not allowed in any required open space area, transitional screening yard, landscaped area, on any private street, sidewalk or trail, in any required parking space, or any location that blocks or interferes with onsite circulation; in compliance with fire and buildings codes. Note that boxes would be allowed in excess parking located on-site only; not in parking specifically required under site plan compliance.

A number of different illnesses can cause the symptom. Some of the most common mental/physical illnesses that can cause "Extreme Hoarding Behavior" are: obsessive compulsive disorder, schizophrenia and other forms of psychosis, dementia and other forms of brain deterioration, clinical depression, substance abuse, infections of various kinds, and nutritional deficiencies. There may be other illnesses that can cause the symptom as well. Many of these illnesses can be treated. To know if they can be treated a thorough evaluation is necessary. A mental health evaluation by a multi-disciplinary team that includes a psychiatrist is a good place to start. Primary care physicians, neurologists, and other medical professionals may also be helpful.””

"Extreme Hoarding Behavior" is the collection of any thing--e.g.: clothes, food, magazines, trash, animals, anything at all--in such a way that it contributes to a dangerous living situation for the person who is hoarding or for the people living with or around the hoarder.
