Comprehensive Disaster Management Programme
The Comprehensive Disaster Management Programme (CDMP) is a flagship collaborative
initiative of the Bangladesh Ministry of Disaster Management and Relief (MoDMR) and
UNDP. Developed in 2004, and scaled up to CDMP-II in 2010. The core objective of CDMP
is to strengthen national capacity to manage risks related to disasters, as well as the
immediate response and the recovery efforts. It is done through a comprehensive
approach that focuses on all hazards, all phases of disaster management, and is involving
all relevant stakeholders.
The first phase laid the foundations for institutionalizing a risk redution framework and
Phase II (CDMP II) is designed to further expand this pioneering approach. CDMP’s
activities include knowledge building and policy support with and through the
government, as well as community level interventions to reach the most vulnerable
section of the population. Communities are now integrating disaster risk reduction and
climate change adaptation measures and are more resilient.
Disaster Management has changed drastically with CDMP driving the way. When natural
disasters occur, communities at the local and government level are equipped with
training, tools and protocols on how to cope with these disasters. Communities,

The holistic approach of CDMP has allowed for many of the members captured in these
photographs to live better and safer lives. Many of them with protective and adaptive
capabilities to deal with these disasters.volunteers are all more aware on how to endure
Disasters with minimum damages, and rebuild quickly, minimizing negative impacts.

Programme (CDMP) in accordance with the
2005-2015 Hyogo Framework for Action, which
shifted the worldwide emphasis in Disaster

Comprehensive Disaster Management Programme The Comprehensive Disaster Management Programme (CDMP) is a flagship collaborative initiative of the Bangladesh Ministry of Disaster Management and Relief (MoDMR) and UNDP. Developed in 2004, and scaled up to CDMP-II in 2010. The core objective of CDMP is to strengthen national capacity to manage risks related to disasters, as well as the immediate response and the recovery efforts. It is done through a comprehensive approach that focuses on all hazards, all phases of disaster management, and is involving all relevant stakeholders. The first phase laid the foundations for institutionalizing a risk redution framework and Phase II (CDMP II) is designed to further expand this pioneering approach. CDMP’s activities include knowledge building and policy support with and through the government, as well as community level interventions to reach the most vulnerable section of the population. Communities are now integrating disaster risk reduction and climate change adaptation measures and are more resilient. Disaster Management has changed drastically with CDMP driving the way. When natural disasters occur, communities at the local and government level are equipped with training, tools and protocols on how to cope with these disasters. Communities, governments & The holistic approach of CDMP has allowed for many of the members captured in these photographs to live better and safer lives. Many of them with protective and adaptive capabilities to deal with these disasters.volunteers are all more aware on how to endure Disasters with minimum damages, and rebuild quickly, minimizing negative impacts.

Climate Change Cell adopted in government to focus on Climate Change. 2,617 citizens trained in dealing with climate change adaptations. 25,298 citizens participated in agricultural demonstration 6000 farmers trained in DRR and CCA. Mainstreaming DRR and CCA into development Programmes & Plans Professionalizing the Disaster Management System in Bangladesh 14 cities are developing strategic development plans in line with the award winning Mymensingh City development plan. 30,000 trained Urban Volunteers. 6 Cities have Earthquake Contingency Plans and Micro-zonation Maps for 8 million inhabitants. 10 model fire stations for 1.1 million people in Dhaka, Chittagong and Sylhet. Urban Risk Reduction Disaster Preparedness and Response Climate Change Adaptation 2.75 million people in Rural Areas are direct beneficiaries of Disaster Resilient interventions. 390 Local Disaster Risk Reduction Projects implemented in 40 Districts. Community Risk Assessments developed for all vulnerable unions in Bangladesh. Rural Risk Reduction 38 Climate Change Risk Atlases for the most climate change vulnerable Upazilas. 664 Non-Farm Livelihood Adaptations were initiated in climate change vulnerable regions. Change Adaptation: A Trainer’s Handbook’for government officials and other stakeholders. Research studies policy briefs for evidence-based Climate Change Adaptation & Impacts in Bangladesh. National Displacement Strategy for displaced citizens on account of Climate Change. 95 different institutions from Government Departments, to NGOs have received the CDMP study on Climate Change impacts in Bangladesh. 11,502 Early Warning devices (Warning Flags, HF-Radio’s, Flood Markers,) were established at the community level. 15, 630 Flood preparedness volunteer trained on flood early warning dissemination & preparedness. 15975 out of 49,215 Cyclone Preparedness Volunteers have been trained in coastal areas by CDMP. 126 Million People have access to Interactive Voice Response System (IVR). 4650 teachers trained on earthquake safety and 3,600 school earthquake safety drills.
