If the group is a routing group then GROUP-DISPLAY, SUPERVISOR-BSP-ID and 
PARK-POS must be empty. 
If SWITCH-ALL/INIT-STATUS is omitted, default 0 (no switch allowance and initial 
member status logged in and present) will be used. 
The line or park positions are only allowed when GROUP-PROPS do not indicate 
an ACD group.
