and cooperation among residents. Strong community ties encourage
open communication, mutual trust, and shared responsibility for
safety. When individuals feel connected to their neighbors and
community, they are more likely to report suspicious activities,
cooperate with law enforcement, and collectively work towards
creating a secure environment. Additionally, community programs
and initiatives can address underlying social issues, providing support

• First, to be reiterated and well inform of some strategy that in
some police station on their techniques on how to deal properly
with the community . Second, to be well informed on how to
make POPS PLAN and how other local government help their
local police on their activities with regards to community affairs.
Third,to be well inform of some ideas pertaining to community
affairs , other memorandum that established the differents
activities with regards to Police community Relation.And other
dont's and do's in dealing with the community .Lastly,to be well
disseminated on the work of Community Affairs Section - PSSG

POLICE COMMUNITY AFFAIRS AND
DEVELOPMENT
• The PNP Tagataguyod Masterplan 2019-046, also known as the Police
Community Affairs and Development Master Plan, is a revolutionary
policing tool that seeks to address the issues in information
operations, inform, engage, influence, and lead the community to
foster cooperation and cater to the needs of sustainable and long-
lasting development both in local and national levels.
• This initiative was established through the issuance of PNP
Memorandum Circular (MC) No. 2019-046 [1], which transformed the
face of police community relations.
PCAD has three dimensions
• (a) Information Development Operation;
• (b) Public Information; and
• (c) Community Affairs and Development
• [2], which are similar to the Civil-Military Operations of the Armed
Forces of the Philippines (AFP). This was further strengthened by
Executive Order 70 of the National Task Force to End Local Communist
Armed Conflict (NTF ELCAC) dated December 4, 2018
• [3] and Executive Order No. 16 s. [3]. This Masterplan aims to improve
the performance of the police in their operations, and to support the
needs of both local and national communities.

Summary
• Overall, the PNP Tagataguyod Masterplan 2019-046 is a comprehensive
plan that seeks to improve the effectiveness of the Philippine National
Police and the safety and security of the public. By focusing on improving
police organization, developing capabilities, improving police-community
relations, expanding public protection and security, and strengthening
police-media relations, the plan seeks to create a safe and secure
environment for all.
Community and Service Oriented Policing System (CSOP)
• Community and Service-Oriented Policing (CSOP) is a strategy of policing
that focuses on police building ties and working closely with members of
the communities.
• NAPOLCOM Resolution No. 2015-342 dated July 21, 2015 “Resolution to Empower
the Philippine National Police to Perform Its Role as a Community and
Service-Oriented Agency through the Adoption of the CSOP System
Involving the Local Executives, the PNP and the Community, as
Mandated under Section 2 of R.A. 6975, as Amended by R.A. 8551”
