This document presents a monitoring and evaluation (M&E) tool called the PEG M&E tool for assessing progress, effectiveness, and gaps in national adaptation plan (NAP) processes. The tool was designed to monitor the overall NAP process using metrics related to process, input, output, outcome, and impact. It is based on the ten essential functions of NAP processes as defined by the Least Developed Countries Expert Group. The document provides an overview of the tool and its principles, as well as examples of metrics that could be used to evaluate specific essential functions of a country's NAP process.
