This document provides steps for creating a power map to analyze issues and relationships. The steps are: 1) Identify the location of the issue. 2) Map major related institutions and organizations. 3) Map individuals associated with those institutions. 4) Map other associations of those individuals. 5) Identify connections between organizations and people. 6) Target priority relationships that have the most influence. The overall process helps identify important relationships and individuals that could help address the issue.

- 1. STEP 1: Location It is important to consider the location of the issue you are working on. This helps to ground your thinking. If the issue you are working to tackle is based in Los Angeles but you are from New York, you want to focus your energy in Southern California rather than the Northeast. List the location of your issue in the center of your paper and draw a circle around it. STEP 2: Map major institutions Identify key decision-making institutions or associations that are related to your issue. Come up with related institutions and/or organizations that are related to your issue. As you come up these write them around your location. When you are done, draw a circle around them. STEP 3: Map individuals associated with the institutions Think of at least 2-3 individuals who are associated with each of those institutions you listed above. These can be both people you do and do not know. Write down these names on your paper. Once you are done writing these names, draw a circle around them. Note: By now you should have three concentric circles on your paper. The purpose of this is to help identify easier ways to access the individuals or institutions that could help solve the problem, by tapping into existing relationships between people. Note any relationships and information that you think might be important about these associations. Write these around the outside of the biggest circle on your paper. STEP 5: Determine relational power lines Next, step back and conceptually review the networks that you have mapped out. Think about the connections between the organizations and people on your paper. Some people will have many connections while others may not have any. This step will help you to identify what may be called the “nodes of power” within a given network. Draw lines that connect people and institutions that relate to each other. STEP 6: Target priority relationships The next step is to analyze some of the relationships and connections and make some decisions. One way to do this is to circle the few people that have the most relational power lines drawn to them. Another thing to consider may be a person or institution in the map that doesn’t necessarily have many different relational lines running to him/her/it, but nonetheless has a few critical ones and seems very influential. If you can identify a priority person/ institution for which there isn’t a clear relationship, then you might want to to go and find out more about this person/institution. Use different colors and symbols to target your priority relationships.
