National Service Training
Program (NSTP)
prescribed to students,
male and female alike, in
private and public higher
education institutions and
technical-vocational
schools (RA 9163, Sec. 7).

The myriad of problems in
the community can be
addressed by immersion
projects and activities
specifically designed to
improve the different
aspects of human
development like
economic, social, spiritual,
etc.
NSTP had contextualized the
said concepts by determining
the various dimensions of
development along the CWTS
component of the program, as
per guidelines of the NSTP Law,
to wit:
• Education;
• Health;
• safety and disaster
management;
• Sports and recreation;
•Environmental Services;
•Entrepreneurship and livelihood;
• and morals of citizenry
and other social/general
welfare concerns.

guide on how sustainable development can be
achieved through inclusive growth while
building the adaptive capacities of
communities; increasing the resilience of
vulnerable sectors; and optimizing disaster
mitigation opportunities with the end in view of
promoting people’s welfare and security
towards gender-responsive and right-based

among others, the importance of mainstream
disaster risk reduction and management

others. It also highlights the need of

continuing budget appropriation on DRR from
national down to local levels.

Community immersion in NSTP is devised as a
strategy in molding and conscientizing students
just so that they may be socially aware and
responsible to their communities. This manner
of transportation is bent on training the youth to
becoming civic conscious and defense prepare
individuals. The nature of immersion efforts
done is along the dimensions of, but not limited
to, education, health, safety education, sports

entrepreneurship, morals of citizenry and other
social welfare concerns.

In view of the fact that immersion is a
major concern in development work, trainees
may find it significant to be guided by
following precepts:
 Trainees should immerse in actual
community life to get to know the social,
political and economic situation of the people.

Trainees may also undergo certain changes
like increase in knowledge about the social
realities, development of good values, empathy
towards other people, improvement of social
skills among others.
Trainees should identify the community
people’s interest and aspirations.

Trainees must recognize people’s resiliency
and does not rob them of their right to have
community participation and determination of
appropriate courses of action.

negotiated sanction – the acceptance derived
from community relations coupled with the
right to conduct immersion activities.

Trainees must reflect on how their social
analysis of the current situation is concretized
in the community people’s lives. The analysis
should have as much meaning for the trainees
as for the community.

in community immersion:
 Home visits
Living with selected families preferably
with key informants
Informal discussions with individuals or
groups.

activities (cooking with the community host,
clean up drive).

associates with the people whom intend to
work with as a partners, allies, Community-
based service projects must be premised on
principle of people empowerment and not the

Phase 1: Pre - Immersion
This phase regards the identification of the
community where the students will be
immersed at:
• Trainees will have to prepare themselves
physically, mentally, and spiritually for many tasks
ahead.
• Trainees must have a waiver from
their parents or guardians stating
that they are informed of the
mandate to undergo NSTP community
immersion.
Phase 1: Pre - Immersion
This phase regards the identification of the
community where the students will be
immersed at:
• The school also needs to organize its own
manpower, resources, and other technical needs.
• Must ensure that the community
immersions/activities must be exciting
and exhausting.

Aside from the
preparation of the
trainees and the school,
the community is primarily
the one to be prepared
and informed. With this,
trainees must set up
criteria in selection of an
area for immersion.

community mapping of the
target area. This will help
you identify the
geographic coverage of
the project. It will also
help you to point out the

Manalili which is the
Community Organizing for
People’s Empowerment
(1990), remarked that
there are different ways
of entering the community.
Similarly, immersion begins
with initial

concepts, those planning to
conduct community
immersion can enter the
community thru:
1. Ostentatious Entry – Complete with
banner and a general assembly of the
people, the community ushers in the
people who will undergo immersion or
outsider.
2. Banking on the People’s Weakness
– Outsider sometimes enter the
community through catching people’s
attention. At times when community
people are in distress, there usually
adhere to outsiders.
3. Academic Style of Entry – Communities
are often called social laboratories
because they are a place to the test
theories learned in classroom.
4. People-Centered Approach - This
approach ultimately believes on the
capacity of the community people to
participate and acknowledge whether
outsider assistance is really needed.
Phase 3: Community Integration
Integration is a continuous
process wherein the
trainees come into direct
contact and become
involved with the
community people. This
phase is where the
immersion phase gets more
personal.
Phase 3: Community Integration
The trainees should
realize that there is an
existing concern within
the community. As the
problems of the
community become more
apparent, you become
aware and validate that
you are part of the circle.
1. Border Style – If provisions
allow, the trainees may choose to
stay and live-in the immersion
area for a certain period of time.
They may live-in the community
to pursue deeper knowledge
about the community.

informants and political players

community. Due to this, their
social circle becomes limited
and their interaction is
confined to a few people.

RESERVE OFFICERS’ TRAINING CORPS
(ROTC)
- designed to provide military training to
tertiary level students in order to
motivate, train, organize, and mobilize
them for national defense preparedness.
LITERACY TRAINING SERVICE (LTS)
- designed to train the students to teach
literacy and numeracy skills to children,
out of school youth and their other
segments of society in need of their
services.
CIVIC WELFARE TRAINING SERVICES
(CWTS)
- refers to activities contributory to the
general welfare and the betterment of; life of
the member of the community or the
enhancement of community facilities,
especially those devoted to improving health,
education, environment, entrepreneurship,
safety, recreation and morals of the citizenry,
and the other social welfare services.
WHO SHALL TAKE
THE NSTP?
All incoming freshmen students, male
and female, enrolled in any
baccalaureate and in at least two-year
technical-vocational courses, are
expected to complete one NSTP
component of their choice, as graduation
requirements.

THE NSTP BEEN
IMPLEMENTED?
The NSTP has been implemented since
the start of school year 2002-2003.
WHAT IF I CANNOT
TAKE THE NSTP
DURING THE
REGULAR SEMESTER?
A one summer program in lieu of the
two-semester program may be designed,
formulated, and adopted by DND, CHED,
and TESDA, subject to the capability of
the school and the Armed Forces of the
Philippines (AFP) to handle the same.
COURSE PROGRAM:
The National Service Training Program
(NSTP), Curricular Program for Civic Welfare
Training Service (CWTS), and Literacy
Training Services (LTS).
The CIVIC WELFARE TRAINING
SERVICE (CWTS) and
LITERACYTRAINING SERVICE (LTS) of
the NATIONAL SERVICE TRAINING
PROGRAM (NSTP) are designed to
encourage the youth to contribute to the
improvement of the general welfare and the
quality of life of Filipinos.
COURSE PROGRAM:
These will require the students to carry
out projects and activities contributory to the
general welfare and the betterment of life of
community members or the enhancement of
the community facilities, especially those
who devoted to improving health, education,
safety, livelihood, environment,
entrepreneurship, recreation, morals,
patriotism and nationalism of the citizenry,
and other social welfare services.
COURSE PROGRAM:
The CWTS/LTS Curricular Program
consist of lectures and participatory
discussions, team building and bonding
activities that are designed to highlight
values and skills formation, especially that
of teamwork, leadership, communication,
and risk-taking in the context of community
organization and development,
management, empowerment, and social
mobilization.
GUIDELINES FOR THE
ESTABLISHMENT OF THE
NATIONAL SERVICE RESERVE
CORPS (NSRC)
BACKGROUND:
Section 11 of RA 9163 or the National
Service Training Program Act of 2001
specifically provides for the creating of a
National Service Reserve Corps (NSRC),
composed of graduates of the non-ROTC
components: the Civic Welfare Training
Service (CWTS) and Literacy Training Service
(LTS). Member of the Corps may be tapped by
the state for literacy and civic welfare activities,
through the joint effort of DND, CHED and
TESDA.
THE NATIONAL SERVICE RESERVE
CORPS (NSCR)
MISSION
-to provide a trained and motivated
manpower pool that can be tapped by the state for
civic welfare, literacy and other similar endeavors
in the service of the nation.
FUNCTION
1. To assist in the disaster preparedness,
mitigation, response, and rehabilitation
programs.
2. To serve as an auxiliary to the Disaster
Coordinating Council (DCC) response unit.
3. To assist in the promotion of civic welfare
activities.
4. To assist in the implementation of literacy
programs.
5. To assist socioeconomic development.
6. To assist in environmental protection.
7. To perform other similar endeavors.
DUTIES AND RESPONSIBILITIES:
NDCC through DND shall
Act as the lead agency in the
administration, training, organization,
development, maintenance, and utilization of
the NSRC members;
Maintain an official master list of
registered NSRC members;
 Coordinate with concerned agencies for
the efficient and proper administration,
training, organization, development,
maintenance, and utilization of NSRC
members;
 Conduct performance assessment of
NSRC members mobilized purpose, and
furnish the three (3) implementing agencies
with the result thereof;
 Formulate specific guidelines for the
administration, training, organization,
development, and utilization of NSRC
members;
 Do related work.
OBJECTIVES:
 Internalized virtues as the
foundation of leadership, and
how it applies on an individual,
team, and institutional levels for
national development in the
context of self-awareness and
values integration and
promotion framework for
understanding human nature;
OBJECTIVES:
 Interpret the basic concepts of
development management and
social mobilization;
 Apply the concepts learned and
design by civic welfare
project/activities to be
implemented as a team in their
assigned community, barangay,
or government agency.
OBJECTIVES:
 Document team activities in
their assigned barangay or
government agency and provide
a summary of lessons learned
in carrying out the CWTS/LTS
projects and activities; and
OBJECTIVES:
 Generate an individual output
of the CWTS/LTS experience,
focusing on the core values
learned. Students must present
their individual output either in
visual form.

per semester, for 54 to 90 training

NSTP had contextualized the said concepts by determining the various dimensions of development along the CWTS component of the program, as per guidelines of the NSTP Law, to wit: • Education; • Health; • safety and disaster management; • Sports and recreation; •Environmental Services; •Entrepreneurship and livelihood;

Phase 1: Pre - Immersion This phase regards the identification of the community where the students will be immersed at: • Trainees will have to prepare themselves physically, mentally, and spiritually for many tasks ahead. • Trainees must have a waiver from their parents or guardians stating that they are informed of the mandate to undergo NSTP community immersion.

Phase 1: Pre - Immersion This phase regards the identification of the community where the students will be immersed at: • The school also needs to organize its own manpower, resources, and other technical needs. • Must ensure that the community immersions/activities must be exciting and exhausting.

  • 62. 1. Ostentatious Entry – Complete with banner and a general assembly of the people, the community ushers in the people who will undergo immersion or outsider. 2. Banking on the People’s Weakness – Outsider sometimes enter the community through catching people’s attention. At times when community people are in distress, there usually adhere to outsiders.
  • 63. 3. Academic Style of Entry – Communities are often called social laboratories because they are a place to the test theories learned in classroom. 4. People-Centered Approach - This approach ultimately believes on the capacity of the community people to participate and acknowledge whether outsider assistance is really needed.
  • 64. Phase 3: Community Integration Integration is a continuous process wherein the trainees come into direct contact and become involved with the community people. This phase is where the immersion phase gets more personal.
  • 65. Phase 3: Community Integration The trainees should realize that there is an existing concern within the community. As the problems of the community become more apparent, you become aware and validate that you are part of the circle.
  • 66. 1. Border Style – If provisions allow, the trainees may choose to stay and live-in the immersion area for a certain period of time. They may live-in the community to pursue deeper knowledge about the community. Integration may done through:
  • 67. 2. Elitist Style – Some trainees tend to stay close to key informants and political players during their stay in the community. Due to this, their social circle becomes limited and their interaction is confined to a few people. Integration may done through:

  • 70. RESERVE OFFICERS’ TRAINING CORPS (ROTC) - designed to provide military training to tertiary level students in order to motivate, train, organize, and mobilize them for national defense preparedness.
  • 71. LITERACY TRAINING SERVICE (LTS) - designed to train the students to teach literacy and numeracy skills to children, out of school youth and their other segments of society in need of their services.
  • 72. CIVIC WELFARE TRAINING SERVICES (CWTS) - refers to activities contributory to the general welfare and the betterment of; life of the member of the community or the enhancement of community facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry, and the other social welfare services.
  • 73. WHO SHALL TAKE THE NSTP? All incoming freshmen students, male and female, enrolled in any baccalaureate and in at least two-year technical-vocational courses, are expected to complete one NSTP component of their choice, as graduation requirements.
  • 74. SINCE WHEN HAS THE NSTP BEEN IMPLEMENTED? The NSTP has been implemented since the start of school year 2002-2003.
  • 75. WHAT IF I CANNOT TAKE THE NSTP DURING THE REGULAR SEMESTER? A one summer program in lieu of the two-semester program may be designed, formulated, and adopted by DND, CHED, and TESDA, subject to the capability of the school and the Armed Forces of the Philippines (AFP) to handle the same.
  • 76. COURSE PROGRAM: The National Service Training Program (NSTP), Curricular Program for Civic Welfare Training Service (CWTS), and Literacy Training Services (LTS). The CIVIC WELFARE TRAINING SERVICE (CWTS) and LITERACYTRAINING SERVICE (LTS) of the NATIONAL SERVICE TRAINING PROGRAM (NSTP) are designed to encourage the youth to contribute to the improvement of the general welfare and the quality of life of Filipinos.
  • 77. COURSE PROGRAM: These will require the students to carry out projects and activities contributory to the general welfare and the betterment of life of community members or the enhancement of the community facilities, especially those who devoted to improving health, education, safety, livelihood, environment, entrepreneurship, recreation, morals, patriotism and nationalism of the citizenry, and other social welfare services.

COURSE PROGRAM: The CWTS/LTS Curricular Program consist of lectures and participatory discussions, team building and bonding activities that are designed to highlight values and skills formation, especially that of teamwork, leadership, communication, and risk-taking in the context of community organization and development, management, empowerment, and social mobilization.
  • 79. GUIDELINES FOR THE ESTABLISHMENT OF THE NATIONAL SERVICE RESERVE CORPS (NSRC)
  • 80. BACKGROUND: Section 11 of RA 9163 or the National Service Training Program Act of 2001 specifically provides for the creating of a National Service Reserve Corps (NSRC), composed of graduates of the non-ROTC components: the Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS). Member of the Corps may be tapped by the state for literacy and civic welfare activities, through the joint effort of DND, CHED and TESDA.
  • 81. THE NATIONAL SERVICE RESERVE CORPS (NSCR) MISSION -to provide a trained and motivated manpower pool that can be tapped by the state for civic welfare, literacy and other similar endeavors in the service of the nation.
  • 82. FUNCTION 1. To assist in the disaster preparedness, mitigation, response, and rehabilitation programs. 2. To serve as an auxiliary to the Disaster Coordinating Council (DCC) response unit. 3. To assist in the promotion of civic welfare activities. 4. To assist in the implementation of literacy programs. 5. To assist socioeconomic development. 6. To assist in environmental protection. 7. To perform other similar endeavors.
  • 83. DUTIES AND RESPONSIBILITIES: NDCC through DND shall Act as the lead agency in the administration, training, organization, development, maintenance, and utilization of the NSRC members; Maintain an official master list of registered NSRC members;
  • 84.  Coordinate with concerned agencies for the efficient and proper administration, training, organization, development, maintenance, and utilization of NSRC members;  Conduct performance assessment of NSRC members mobilized purpose, and furnish the three (3) implementing agencies with the result thereof;
  • 85.  Formulate specific guidelines for the administration, training, organization, development, and utilization of NSRC members;  Do related work.
  • 86. OBJECTIVES:  Internalized virtues as the foundation of leadership, and how it applies on an individual, team, and institutional levels for national development in the context of self-awareness and values integration and promotion framework for understanding human nature;
  • 87. OBJECTIVES:  Interpret the basic concepts of development management and social mobilization;  Apply the concepts learned and design by civic welfare project/activities to be implemented as a team in their assigned community, barangay, or government agency.
  • 88. OBJECTIVES:  Document team activities in their assigned barangay or government agency and provide a summary of lessons learned in carrying out the CWTS/LTS projects and activities; and
  • 89. OBJECTIVES:  Generate an individual output of the CWTS/LTS experience, focusing on the core values learned. Students must present their individual output either in visual form.
  • 91. COVERAGE All incoming freshmen students, male and female, starting school year 2003-2004, enrolled in baccalaureate, are expected to complete NSTP component of their choice, as a graduation requirement.
  • 92. DURATION AND EQUIVALENT COURSE UNIT CWTS/LTS, as components of NSTP, shall be undertaken for two semesters, credited for three units per semester, for 54 to 90 training hours per semester/or summer program in lieu of the two- semester program.
