 Financial or other aid provided, especially by the government, to people
in need.
Welfare State
 The welfare state is a concept of government in which the state plays a
key role in the protection and promotion of the social and economic
well-being of its citizens. It is based on the principles of equality of
opportunity, equitable distribution of wealth, and public responsibility
for those unable to avail themselves of the minimal provisions for a good
life.
Constitution of Pakistan1
Pakistan is one of the few developing countries whose constitution
guarantees the social security of its citizens. Clauses (c) and (d) of
Article 38 on the ‘Promotion of social and economic wellbeing of the
people’ stipulate:

“The state shall: provide for all persons employed in the service of Pakistan or otherwise, social security
by compulsory social insurance or other means; and provide basic necessities of life, such as food,
clothing, housing, education and medical relief, for all such citizens, irrespective of sex, caste, creed or
race, as are permanently or temporarily unable to earn their livelihood on account of infirmity, sickness
or unemployment” [Constitution of Pakistan (2010)].

 Pakistan Bait-ul-Mal (PBM), an autonomous body set up
through 1991 Act.
 Provide Financial assistance to the destitute, widows, orphans,
invalids, infirm and other needy persons.
 Educational assistance in the form of scholarships to needy
studens.
 Provide Free medical treatment for indigent sick people.
 Established in 1991,NRSP is the largest Rural Support Programme
in the country in terms of outreach, staff and development
activities.
 NRSP's mandate is to alleviate poverty by harnessing people's
potential and undertake development activities in Pakistan.
 It has a presence in 61 Districts in all the four Provinces including
Azad Jammu and Kashmir through Regional Offices and Field
Offices.
 Utility Stores Corporation was established in July 1971.
 Provision of large varieties of goods to consumers at lower
prices under one roof.
 Uniform prices throughout the country.
 Support to the agro-based industrial sector.
 Penetration to rural areas through opening of outlets at Union
Council level. More than 60% stores are in the rural areas
• The Punjab Emergency Service (Rescue 1122) is the largest
emergency humanitarian service of Pakistan with infrastructure
in all 36 districts of Punjab.
• Establishment of an effective system for emergency
preparedness, response, protection & prevention.
• Provision of the right to timely emergency care by providing
quality emergency services as per international standards.
 PM's National Health Programme, the scheme has been
launched in 15 districts of Pakistan in the first phase and will be
expanded to 23 districts in the second phase.
 Around 1.2 million families will get free healthcare facilities in
the first phase.
 Under this scheme treatment of cancer, accidents, burns,
diabetic complications, heart bypass and infection... will be
insured.
 Each family will get treatment of Rs300,000 per year and the
amount will be doubled in case of emergency. The amount will
be contributed by the Pakistan Baitul Maal.
 Government of Punjab has established Punjab Metrobus
Authority (PMA) for construction, operation and maintenance
of mass transit system.
 Aim to provide safe, efficient and comfortable urban
transportation system in the major cities of Punjab.
 It provides more convenient and cheapest traveling facilities
to the passengers
 Punjab Government Providing subsidary on this project since
it creation.
 Workers Welfare Fund (WWF) was established under Workers Welfare Fund
Ordinance, 1971.
 Projects for the establishment of housing estates or construction of houses
for the industrial workers.
 Measures for the welfare of workers as follows:
 Education- Free of cost upto Secondary Level.
 Scholarships- Post Secondary Level.
 Marriage grants.
 Death grants etc.
 Announcement of 341 billion relief pakage for farmers on
September,2015.
 Division of pakage in four parts
 Direct financial cooperation for farmers,
 Second being relief in agricultural costs,
 Provision of agricultural loans .
 Facilitating the process of obtaining loans.
 BISP is the first ever comprehensive, universal, objective, and transparent social safety
programme initiated by the Government in October 2008,
 The Programme established through an Act of Parliament, BISP works under the
executive patronage of Prime Minister while the President of Pakistan being its Chief
Patron.Marvi Memon is it's existing Chairperson
 Nationwide presence with headquarter in Federal Capital
 Regional offices at provincial capitals, AJK and GB.
 33 divisional offices and 385 Tehsil offices all across the country.
 Programme is giving cash to women to increase their decision making role in
household expenditure, financial security, intra-household respect and social status.
 Contribution by GOP 87.5% International Donors 12.5%
 Current budgetry allocation for this project is 115 billion for the FY 2016-2017.
 Reason for not to discontinue this project.
 According to section 4 of the BISP Act 2008, following are the objectives and purposes of the
program,
• Enhance financial capacity of the poor people and their dependent family member;
• Formulate and implement comprehensive policies and targeted programmes for the
uplift of underprivileged and vulnerable people;
• Reduce poverty and promote equitable distribution of wealth especially for the low
income groups.

• 7.7 million families consisting of more than four crore individuals have been
identified through Poverty Scorecard Survey for disbursing monthly cash grant.
• More than 5.3 million deserving families are receiving cash grant of
Rs.1566/month.
• This programme aims at covering almost 40% of the population below the
poverty line.

Now this entire system is being replaced by BIO MATRIC VARIFICATION
SYSTEM.
 The initiative aims at empowering poorest women, building their
permanent means of income.
 Provides interest free loans up to Rs.300,000 to help the recipients
to set up small businesses.
 Facility provided to approximately 11,000 beneficiaries, so far.
 This scheme is entirely interest free in every respect.
 The loans are not based on any collateral.
• Launched for provision of technical and vocational training to the deserving
youth, who do not have any skill, through public/private training institutes
• The trainings are provided to one member of the BISP beneficiary family,
between the age brackets of 18-45 years
• More than 58528 young male and female members of our beneficiary
household have completed training so far.
Stipend will be paid.@ 6000 per month.
Life Insurance
• BISP is providing insurance cover of Rs.100,000 to the bread earner of the poor
family.
• Premium is paid by BISP
• Life insurance has already been provided to more than 3 million beneficiary
families
 Health Insurance
• Health shocks are the major reason for pushing people below the poverty line
• Rs.25,000 health insurance is being provided to the poorest families for the first
time in Pakistan
• More than 74,000 families got health insurance through this .
 Eenable women to earn their livelihood in a better manner.
 Empower women through quality market-based services and
products.
 To improve women’s quality of life
 Develop knowledge, skills and opportunity sharing mechanisms.
 Promoting the handicraft skills of BISP beneficiaries. in local and
international markets. through website www.yayvo.com
 To create long term sustainable awareness on the importance
of primary education among BISP beneficiary families
 Transfer amount per child is Rs. 750/- per quarter on 70%
attendance compliance
 Decrease school dropout rates.
 This program was started in FY 2011-2012

Proportion of BISP beneficiary households that were either
ultra-poor, poor or vulnerable to being poor falls from 86%
in 2011, to 75% in 2013 to 63% in 2014.(Survey 2O14)
Unemployment has also been reduced from 6.2% in 2012-13
to5.9% in 2014-15;
1.37 million childerns have been enrolled under Waseela e
Taleem program.
4 million CNIC have been issued to women throgh BISP.
BISP Recognized as one of the top 9 succesful organizations in
Pakistan in book (Candle in the Dark)
World Bank has appreciated (BISP) progress towards
achievement of its goals.
ADB Annual Review Mission Report has been upgraded from
A to A+ for (BISP)

Answers to key performance indicators
1- Is there a system and mechanism in place to improve financial capacity?
• BISP has established the cash trasnfer, waseela-e haq and waseela e rozgar programs
2- How many beneficiaries of the programs have become independent?
• 4.7 million deserving families are receiving cash grant of Rs.1500/month, 11,000
beneficiaries benefit from waseela-e-haq, 57,000 young male and female members of
beneficiary household have completed training so far.
• How many beneficiaries have moved up the poverty line?
• Targeted data is not available online
• Has poverty reduced in the country overall?
• The BISP has been able to cover 5.3 out of 7.7 million families
• 30% identified families still await support
• waseelae-e-haq and waseella-e-rozgar programs, have been covering relatively
low numbers
• The data available at BISP only tells about numbers of beneficiaries, it does
not give qualitative analysis
• Data does not present real number of beneficiaries who came out of poverty
due to any BISP program
• Though the program covers a huge number of poor beneficiaries but it still
dose not completely full fill the purposes mentioned in its inspection
document.

 amount of RS 1,566 per month, is not enough to move
impoverished families above the poverty line as this would
require RS 2,550 per month.
 By some estimates, only 50–60 percent of beneficiaries
actually receive cash payments from BISP.
 lack of conditionality
 The government policy of equal distribution amongst the
parliamentarians showed lack of strategic thinking.
 The initial reaction to the BISP has been that it is too
politicised, centralised, complicated and non-transparent.
Unless redesigned, it will become mired in bureaucratic and
political wrangling.
 Disproportionate number of families receiving BISP aid in
geographic areas where the ruling Pakistan People's Party
dominates.
 First of all, Cash transfer made through Post offices,
Beneficiaries claimed to pay 100-200 charges to office staff to
receive payments.
 After that cash transfer shifted towards debit card system but
due to this many bank ATM machines broke out.
 Benazir Income Support Programme makes up a substantial
portion of the Pakistani government's budget
 Waseela-e-taleem and Waseela-e-sehat are good initiatives
but where are the schools and hospitals in remote areas?
 A study by an NGO says that the assistance to households not
spent on mothers, children

  • 17. • 7.7 million families consisting of more than four crore individuals have been identified through Poverty Scorecard Survey for disbursing monthly cash grant. • More than 5.3 million deserving families are receiving cash grant of Rs.1566/month. • This programme aims at covering almost 40% of the population below the poverty line.
  • 18. Current Payment Mechnism of cash transfer POST OFFICE 6.5% DEBIT CARD 89.1% SMART CARD 02% MOBILE BANKING 2.4% Now this entire system is being replaced by BIO MATRIC VARIFICATION SYSTEM.
  • 19.  The initiative aims at empowering poorest women, building their permanent means of income.  Provides interest free loans up to Rs.300,000 to help the recipients to set up small businesses.  Facility provided to approximately 11,000 beneficiaries, so far.  This scheme is entirely interest free in every respect.  The loans are not based on any collateral.
  • 20. • Launched for provision of technical and vocational training to the deserving youth, who do not have any skill, through public/private training institutes • The trainings are provided to one member of the BISP beneficiary family, between the age brackets of 18-45 years • More than 58528 young male and female members of our beneficiary household have completed training so far. Stipend will be paid.@ 6000 per month.

Life Insurance • BISP is providing insurance cover of Rs.100,000 to the bread earner of the poor family. • Premium is paid by BISP • Life insurance has already been provided to more than 3 million beneficiary families  Health Insurance • Health shocks are the major reason for pushing people below the poverty line • Rs.25,000 health insurance is being provided to the poorest families for the first time in Pakistan • More than 74,000 families got health insurance through this .

  • 25. Proportion of BISP beneficiary households that were either ultra-poor, poor or vulnerable to being poor falls from 86% in 2011, to 75% in 2013 to 63% in 2014.(Survey 2O14) Unemployment has also been reduced from 6.2% in 2012-13 to5.9% in 2014-15;

Evaluation12 Answers to key performance indicators 1- Is there a system and mechanism in place to improve financial capacity? • BISP has established the cash trasnfer, waseela-e haq and waseela e rozgar programs 2- How many beneficiaries of the programs have become independent? • 4.7 million deserving families are receiving cash grant of Rs.1500/month, 11,000 beneficiaries benefit from waseela-e-haq, 57,000 young male and female members of beneficiary household have completed training so far. • How many beneficiaries have moved up the poverty line? • Targeted data is not available online • Has poverty reduced in the country overall?
  • 28. • The BISP has been able to cover 5.3 out of 7.7 million families • 30% identified families still await support • waseelae-e-haq and waseella-e-rozgar programs, have been covering relatively low numbers • The data available at BISP only tells about numbers of beneficiaries, it does not give qualitative analysis
  • 29. • Data does not present real number of beneficiaries who came out of poverty due to any BISP program • Though the program covers a huge number of poor beneficiaries but it still dose not completely full fill the purposes mentioned in its inspection document.
  • 31.  amount of RS 1,566 per month, is not enough to move impoverished families above the poverty line as this would require RS 2,550 per month.  By some estimates, only 50–60 percent of beneficiaries actually receive cash payments from BISP.  lack of conditionality
  • 32.  The government policy of equal distribution amongst the parliamentarians showed lack of strategic thinking.  The initial reaction to the BISP has been that it is too politicised, centralised, complicated and non-transparent. Unless redesigned, it will become mired in bureaucratic and political wrangling.
  • 33.  Disproportionate number of families receiving BISP aid in geographic areas where the ruling Pakistan People's Party dominates.  First of all, Cash transfer made through Post offices, Beneficiaries claimed to pay 100-200 charges to office staff to receive payments.  After that cash transfer shifted towards debit card system but due to this many bank ATM machines broke out.
  • 34.  Benazir Income Support Programme makes up a substantial portion of the Pakistani government's budget  Waseela-e-taleem and Waseela-e-sehat are good initiatives but where are the schools and hospitals in remote areas?  A study by an NGO says that the assistance to households not spent on mothers, children
