This document discusses progress on inclusive development since the 2011 Busan Partnership Agreement (BPa). It defines inclusive development as involving the inclusion of voices, actions, and benefits for all stakeholders in development processes and outcomes. Some progress has been made in establishing multi-stakeholder forums and including more voices, but meaningful inclusion of civil society remains a challenge in many places. Transparency around development cooperation has improved, but more work is needed to fully achieve inclusive development as envisioned in the BPa.
