THE ULTIMATE GOAL OF MMWD
To enhance the capacity of public administrations
to anticipate, understand and strategically manage
the implications of current demographic change,
and particularly of migration-related demographic
change,
with a view to actively address critical challenges
for the sustainable growth of SEE territories.
SPECIFIC OBJECTIVES
 Boosting knowledge: improving the harmonization of

comparable information about SEE regions and cities
that are key to understand the prospects for growth and
well-being of SEE regions and cities
 Supporting the identification of major territorial

challenges and political priorities, based on comparable
regionalized information on SEE regions and cities
 Strengthening local capacity to undertake evidence-

based strategic planning in participating territories
SPECIFIC OBJECTIVES
 Support and facilitate transnational dialogue and

exchanges among SEE territories that share common
development challenges and are affected (positively or
negatively) by the identified trends, prospects and/or
policy impacts, with an aim to exploring comparative
advantages and synergy through transnational
cooperation arrangements.
 Supporting dissemination and the use of MMWD results

to an audience of policy makers, practitioners, experts,
and SEE communities (public discourse).
ACTIVITIES
 Defining the knowledge base: panel of indicators, data

mapping and analysis of gaps
 Turning knowledge into a strategy-making tool: construct

demographic forecasts and impact scenarios until 2020 (i.e.
develop a "reading structure" anticipating territorial
evolutions related to demo change, as a precondition to be
able to steer them towards positive outcomes)
 Capacity-building on the use of policy scenarios for the

formulation of development strategies, with migration
recognized as a relevant feature for sustainable growth

 From sparse initiatives to integrated policies: improving

governance methods and policy coherence. Pilot
applications of project results
 Harmonizing knowledge across SEE: Knowledge Platform on

www.migration4growth.eu
 Building a SEE platform for transnational dialogue and

cooperation, to promote more effective regulations of
migration flows across the SEE area

(i.e. part of the non-realized development benefits of migration
for specific territories relate to a lack of articulated agreements
on mobility/migration management and social protection, as
well as limited dialogue, exchange and cooperation among
connected countries)
AT THIS STAGE, WE ALREADY KNOW THAT …
The development of SEE territories is facing several mega trends
that strongly impact policy choices:
 Interaction is growing across SEE territories as well as with
other parts of the world (increasing flows, including migration)
 Global economic competition is accelerating, offering more
options for regions but also more challenges to policy-makers

 Market forces and the evolution of society in general are
supporting a geographical concentration of activities: cities
are (and compete as) development hubs
 The ongoing demographic change is affecting the regions
differently (with labor moving across regions)
MMWD APPROACH AND KEY ASSUMPTIONS






MMWD was designed in the realm of the Europe 2020
Strategy to support regional strategy-making for smart,
sustainable and inclusive growth
Policy-makers dealing with territorial development are in
need of a future oriented and integrated vision of
development, translating the targets and objectives of
Europe 2020 into policy priorities
Building such vision requires: sound evidence, comparable
regionalized information, mid-term scenarios in order to draw
sustainable and integrated policy responses for their
territories

TODAY’S POPULATION CHANGES.
MMWD APPROACH AND KEY ASSUMPTIONS
The effects of demographic change on living conditions and
growth prospects are both a challenge and an opportunity.
A challenge because demographic trends such as low fertility
rates, ageing, changes in the households’ structures and
population mobility can limit territorial competitiveness and
growth prospects.
An opportunity if such changes are appropriately placed in
regional development strategies, considering the evolutionary
effects of population trends on selected policy areas.

BE TAKEN INTO ACCOUNT IN MIGRATION POLICIES?

By migration policies – in relation to demographic and labor
market processes, we may refer to a broad range of policy
areas:
 Active management of international labor migration:
Skilled/less skilled; seasonal and circular migration programs;
programs for attracting/attracting back specific categories of
workers; compensation measures for origin countries; the offer of
services to migrants, including vocational training, ...)
HOW CAN DEMOGRAPHIC AND LABOUR MARKET PROCESSES
BE TAKEN INTO ACCOUNT IN MIGRATION POLICIES?
 Local policies to manage local population movements (labor
market and transports, schools, housing, services in general,
…).
The localization of the population on the territory is a driver for
local policies. Rural to urban movements across SEE, with densely
populated areas surrounded by more scarcely populated areas.
This may also imply a drastic change in the age structure of the
population (concentration of elderly in rural areas, for instance),
posing specific development challenges.
HOW CAN DEMOGRAPHIC AND LABOUR MARKET PROCESSES
BE TAKEN INTO ACCOUNT IN MIGRATION POLICIES?
 Migration policies targeting the resident foreign population
(or, for emigration territories, targeting nationals abroad)
Migration policies are often separated from territorial development
policies, and fragmented between labor market, education, and
social inclusion policies – not necessarily referring to a crosssector strategy.

SPECIFIC OBJECTIVES  Boosting knowledge: improving the harmonization of comparable information about SEE regions and cities that are key to understand the prospects for growth and well-being of SEE regions and cities  Supporting the identification of major territorial challenges and political priorities, based on comparable regionalized information on SEE regions and cities  Strengthening local capacity to undertake evidence- based strategic planning in participating territories

SPECIFIC OBJECTIVES  Support and facilitate transnational dialogue and exchanges among SEE territories that share common development challenges and are affected (positively or negatively) by the identified trends, prospects and/or policy impacts, with an aim to exploring comparative advantages and synergy through transnational cooperation arrangements.  Supporting dissemination and the use of MMWD results to an audience of policy makers, practitioners, experts, and SEE communities (public discourse).

ACTIVITIES  Defining the knowledge base: panel of indicators, data mapping and analysis of gaps  Turning knowledge into a strategy-making tool: construct demographic forecasts and impact scenarios until 2020 (i.e. develop a "reading structure" anticipating territorial evolutions related to demo change, as a precondition to be able to steer them towards positive outcomes)  Capacity-building on the use of policy scenarios for the formulation of development strategies, with migration recognized as a relevant feature for sustainable growth

MAIN TERRITORIAL SCALE: REGIONS (NUTS2) POLICY SCALE: REGIONAL DEVELOPMENT STRATEGIES … which also include a trans-national realm (i.e. part of the non-realized development benefits of migration for specific territories relate to a lack of articulated agreements on mobility/migration management and social protection, as well as limited dialogue, exchange and cooperation among connected countries)

AT THIS STAGE, WE ALREADY KNOW THAT … The development of SEE territories is facing several mega trends that strongly impact policy choices:  Interaction is growing across SEE territories as well as with other parts of the world (increasing flows, including migration)  Global economic competition is accelerating, offering more options for regions but also more challenges to policy-makers  Market forces and the evolution of society in general are supporting a geographical concentration of activities: cities are (and compete as) development hubs  The ongoing demographic change is affecting the regions differently (with labor moving across regions)

MMWD APPROACH AND KEY ASSUMPTIONS    MMWD was designed in the realm of the Europe 2020 Strategy to support regional strategy-making for smart, sustainable and inclusive growth Policy-makers dealing with territorial development are in need of a future oriented and integrated vision of development, translating the targets and objectives of Europe 2020 into policy priorities Building such vision requires: sound evidence, comparable regionalized information, mid-term scenarios in order to draw sustainable and integrated policy responses for their territories

MMWD’S SPECIFICITY IS THAT IT LOOKS AT DEMOGRAPHIC CHANGE AS A KEY FEATURE OF TERRITORIAL DEVELOPMENT PROSPECTS AND IT LOOKS AT MIGRATION AS THE KEY FACTOR IN TODAY’S POPULATION CHANGES.
  • 16. MMWD APPROACH AND KEY ASSUMPTIONS The effects of demographic change on living conditions and growth prospects are both a challenge and an opportunity. A challenge because demographic trends such as low fertility rates, ageing, changes in the households’ structures and population mobility can limit territorial competitiveness and growth prospects. An opportunity if such changes are appropriately placed in regional development strategies, considering the evolutionary effects of population trends on selected policy areas.

By migration policies – in relation to demographic and labor market processes, we may refer to a broad range of policy areas:  Active management of international labor migration: Skilled/less skilled; seasonal and circular migration programs; programs for attracting/attracting back specific categories of workers; compensation measures for origin countries; the offer of services to migrants, including vocational training, ...)

HOW CAN DEMOGRAPHIC AND LABOUR MARKET PROCESSES BE TAKEN INTO ACCOUNT IN MIGRATION POLICIES?  Local policies to manage local population movements (labor market and transports, schools, housing, services in general, …). The localization of the population on the territory is a driver for local policies. Rural to urban movements across SEE, with densely populated areas surrounded by more scarcely populated areas. This may also imply a drastic change in the age structure of the population (concentration of elderly in rural areas, for instance), posing specific development challenges.

HOW CAN DEMOGRAPHIC AND LABOUR MARKET PROCESSES BE TAKEN INTO ACCOUNT IN MIGRATION POLICIES?  Migration policies targeting the resident foreign population (or, for emigration territories, targeting nationals abroad) Migration policies are often separated from territorial development policies, and fragmented between labor market, education, and social inclusion policies – not necessarily referring to a crosssector strategy.
