This document outlines a four phase plan to develop a model to schedule patient admission dates, compare strategies, and calculate how activity levels affect waiting lists. The phases include studying and selecting a modeling approach over 4 weeks, collecting and evaluating data for 7 weeks, analyzing the data and running simulations for 4 weeks, and validating and testing the model for 4 weeks. So far, related literature has been collected, theoretical study of the WITNESS modeling software has been conducted, and initial data collection from doctors has begun focused on gynecology and orthopedics departments.
