Background

• EDMS project completed and to be rolled out to
  other government agencies.
• Existing cost model was for project recovery only
  – costs high for early adopters but low for late
  adopters.
• A cost model where a surplus could be ploughed
  back into the project for enhancements and
  upgrades

Model Development – Old Model

• Trying to understand original model
• 11 worksheets
• Model was based on 3 one year intervals – not
  granular enough for accurate costing.
• No capability for ‘what if’ scenarios and no
  visualisation of responses
• Under estimated project costs

• Developed as a reference point for the Charge
  Model
• Parameters:
  –   Agency complexity and size
  –   One of costs
  –   On going costs
  –   Set up costs (based on complexity and size)
  –   Recovery periods (project and ongoing costs)
