Lines and Substations 
– not only for the EMC’s but also for the ITS
– ITS – shared transmission system in Georgia with 4 
members: GTC, GPC, MEAG and Dalton

What is a Substation?
• Purpose is to transform voltage from low to 
high (from generation) or high to low in 
transmission
• It’s a connection point and is part of a greater 
grid
• Substations are not like plants, they are 
unattended because they can be monitored 
and controlled remotely ‐ SCADA 
Substation Communication
• Substations communicate status, metering 
and can be controlled by a central location
• SCADA – Supervisory Control and Data 
Acquisition
• Reliance on the phone system or wireless 
backup
ATT, Frame Relay and MPLS
• Communication circuit
• ATT provides the circuit but is discontinuing 
and replacing with MPLS
• Multi‐Protocol Label Switching
• Frame is old and tired, MPLS is new and fresh
NERC and CIP
• North American Electic Reliability Corporation
– Under FERC
– Reliability Standards
• CIP – Critical Infrastucture Protection
– Physical and Cyber Security
– 2015 is a milestone for our project
The Scope of Work
• Migrate from existing Frame Relay to MPLS on all 
GTC, GPC, MEAG stations where an EMC takes 
service, each EMC headquarters, coordinating sites 
with GPC and on campus ECS and off campus backup 
site. 
• Field ‐ 852 Stations, 39 EMCs, 3 communication 
centers 
• Approximately 900 facilities means 900 project 
numbers for each ‐ accounting driven as each is an 
asset
• So we have 894 projects to complete in two years
Projects in Primavera
• All capital projects and some others for timesheet users
• Schedules created from standard templates
– Provide standard lead times for common projects
– Proper coding for time, contracting and invoices
• Resource loaded
– Timesheet users may be assigned in template or
• Assigned by their matrix assignment or
• Assigned by department
– Expense codes for payments
• Consistent across all projects
• Project schedule has all cost – BAC, AC, ETC, EAC
• One Stop Shop (almost)
Primavera
• Scoping  and 12 Pilot Projects
– Estimating ‐ ~$30M project 
• That is a LOT for the EMCs to swallow
– Scoping of equipment and installation of different 
combinations
– Configurations, testing, data gathering
– Vendor
– Workforce planning
Size and Scope
• Primavera will have dedicated EPS nodes 
based on project status
– This is for ease of maintaining projects that need 
to be open vs closed
• Why not in speadsheets?
– Primavera is linked to our accounting system and 
creates all the charge codes
– Budgeting and Capital projections
How to
• Templates
– Likely only a few templates will be used to create 
all of the projects
– Activities will include 
• Scoping
• Materials procurement
• Construction and Testing
• Closeout
Resources
• All activities have resources assigned
– Expense codes for OFM and contractors
– Assignments for work force planning
– Primary resources for status updates
Primavera and Status Reporting
• Cost – all capital project cost that is scheduled 
is budgeted in Primavera
• Status reporting will be higher level than 
captured in P6 and likely reported via 
spreadsheet to PDF.
Consistency of Data
• Here is the lesson learned from our CTIP 
program – use a database. Have it linked to 
other databases.
• Maintenance uses Maximo for a good bit of 
their work
– Largely accurate information with few meaningful 
gaps
– Reporting of status to Maximo – lacking…
