EU PSI Study 2008 – Assessing PSI Re-use in Europe Assessment of the Re-use of Public Sector Information (PSI) in the Geographical information, Meteorological Information and Legal Information Sectors EUROPEAN COMMISSION Information Society and Media Directorate–General Digital Content & Cognitive Systems Digital Libraries & Public Sector Information See: http ://ec.europa.eu/information_society/policy/psi/docs/pdfs/micus_report_december2008.pdf
The aims of the EU PSI Study 2008: General overview and analysis of the legal and administrative , geographical (cartographic-mapping and cadastral) and meteorological PSI fields. Identification of key indicators for analysing the re-use of PSI in each specific field. Measurement of the re-use of PSI in each specific field. Analysis of the implementation of the Directive's framework conditions by the supply side and identification of successful examples and practices in each field. The stated objectives of the study were fourfold:
Business areas: Management consultancy Market studies Geoinformation Autors: Dr. Martin Fornefeld Dr. Gaby Boele-Keimer Business areas: Systems solutions European space industry Meteorological information Autor: Dr. Stephan Recher Business areas: Management consultancy Market research and KIM services Legal and business information Autor: Michael Fanning Project management and company subject speciality
Methodology – Information types and their indicators 1. Geographic information Topographic information Cadastral information, including address data Aerial photography 2. Meteorologocal information Synoptic observations Radar images Weather predictions 3. Legal and administrative information Primary and secondary legislation Legislation, regulations and official notices Decisions of national and regional courts PSI Holders: Supply Web portals Customers Data policy Standard product PSI Reuser: Procurement Information about company Data policy Substitution Web portals Customers Information types Indicators
PSI Holders - Questionnaire Supply indicators: income number of requests volume of data transfers Web portals Customers Data policy: price and licenses Benchmark for a standard product PSI Re-user - Questionnaire Procurement indicators: expenditure frequency of the requests data volume Use of PSI Substitution with private data Information about company Modified questionnaire Methodology – Data acquisition Phase 2: Telephone interviews Phase 1: Online questionnaire
Results – Legal and administrative information The majority of PSI holders indicated that they have made noticeable changes in their data policy since 2002, nearly 50% of them confirmed that the changes were brought about by legislation. (79%) of the PSI holders interviewed offer legislative and administrative information free of charge via the internet. The market for legal and administrative information is growing: since 2002 an average increase level of 40% has been reported by PSI holders (exceptional growth rates with re-users who add value to PSI is evident in specific market segments (e.g. property services market in UK)).
Benefits to society and the economy: New markets Example: http://www.upmystreet.com Property services market in the UK Example: http:// www.recht.makrolog.de Paper fomat Single publications Spread across FRG Electronic format Online database Accessable to all ? ? Contact with public body: „ Who do I contact with respect to the demarcation of land and property?“ Risk assessment: „ What is the threat of flooding in the area?“ Risk assessment: „ Is there any evidence of contaminated land being in the area?“ Risk assessment: „ Has there been any coal mining activity in the area?“
Benefits to society and the economy: New ideas „ Using our services, 200,000 people have written to their MP for the first time, over 8,000 potholes and other broken things have been fixed, nearly 9,000,000 signatures have been left on petitions to the Prime Minister, and at least 77 tiny hats have been knitted for charity. „ „ TheyWorkForYou was visited around two million times in 2007 (according to Google Analytics) and has become a small institution in British politics.“ „ WriteToThem has now been used to send over 400,000 messages , around half of which come from citizens who tell us they've never written to a politician before. Simple engagement, done right. „ „ Nearly 25,000 problems have now been reported across the UK, with our users following up many thousands with updates, news and notifications that problems have been fixed. „ TheyWorkForYou WriteToThem FixMyStreet See: http ://www.mysociety.org/
Benefits to society and the economy: New commitment Public Whip is a project to watch Members of the United Kingdom Parliament, so that the public can better understand and influence their voting patterns. Public Whip is an independent, non-governmental project. Statistics: „ The database contains 1,800 distinct MPs and Lords from 23 parties who have voted across 4,498 divisions. In total 1,713,795 votes were cast giving an average of 381 per division. Of these 26,113 were against the majority vote for their party giving an average rebellion rate of 1.52% . „ Resources: Staff: 2 -3 people working part-time Initial costs: < £2,500 Running costs: < £500 per year Intangible asset: Hansard Relys on: Parliament Parser Project Source: Estimates drawn from Public Whip Help – FAQs See: http ://www.publicwhip.org.uk/faq.php#whatis See: http://www.publicwhip.org.uk/mpsee.php
But there are still some old problems… Run on behalf of the Government by the Power of Information Taskforce Show Us A Better Way is a competition about making government information more useful. Show Us A better Way One of the recent winners in the second category, where the ideas will be developed further, included: The Free Legal Web „ The aim is laudable, indeed imperative, but there is a long way to go and meanwhile the volume of legislation advances apace. It is a serious state of affairs when the relevant legislation is not accessible, the Government's own public information website (OPSI) is incomplete and the prosecution in an excise case unintentionally misleads the court as to the relevant Regulations in force. Although the problem has in this case arisen in an excise context, it is part of a wider problem of substantial constitutional importance. „ Lord Justice Toulson in R v Chambers [2008] EWCA Crim 2467 commenting on the Government‘s response to the Law Commission‘s Report on Post-Legislative Scrutiny, addressing specifically the section "Access to legislation and consolidation„, recently remarked, See: http ://www.bailii.org/ew/cases/EWCA/Crim/2008/2467.html See: http ://www.showusabetterway.com/ also, http://www.showusabetterway.co.uk/call/2008/08/the-free-legal.html
