- 1. Dubuque City Council identified the creation of a Resilient Community Advisory Commission (RCAC) as a top priority during their goal-setting sessions in August 2015. City staff are completing a community engagement process to gather public input and have been meeting with various community groups in recent months to gather feedback. Additionally, an online survey was made available to the public welcoming feedback. That recommendation will include a timeline for recruitment, strategic planning, and launch of the Commission.
