Dear Ben Carter:
It is with great honor that I write this recommendation for James Ryan Prugger. While serving as Repair
Division Supervisor and Command Fire Marshal, James was assigned to my division as a Hull Maintenance
Technician onboard USS Emory S Land (AS-39) from 2003 until his transfer of duty stations in 2006. During
this time I was able to watch, with much pleasure, James’ growth from a young inexperienced
sailor/welder/fabricator into a journeyman assistant shop lead.
Early in my assignment I noted James’ familiarity and ease in the operation of the shipboard sanitary systems.
Though extremely junior at the time I tasked James with researching and updating our ships sanitary transfer
system’s operating instruction for making transit in protected areas. James was able to identify and edit 17
major alignment issues that would have left our command open to legal action due to discharge of sewage in
costal or protected marine habitats. Thanks to James we never had to worry about the consequences to that
situation.
Another memorable moment with James was during a military deployment to the Gulf of Guinea region on the
west coast of Africa. While on this deployment we had suffered a major casualty when an oily waste holding
tank ruptured to the sea. What started out as a tiny rust hole resulted in becoming a 3 foot hole with free
communication to the sea. James led a team in the securing and dewatering of this tank without releasing any
further waste. He also coordinated efforts with the dive team to effect permanent repairs.
Today I am retired from the US Navy after a 20 year career. If I had it to do all over again from the start, James
would be one of my top choices to have at my side. Without revealing details I can say James is combat tested
and top notch all the way. He has my highest recommendation.
