- 4. Welcome speech Dear ladies and gentlemen, The decentralization process launched by the Royal Government of Cambodia offers unique opportunity to promote pro-poor development and democracy. Despite the progress made, the challenges remain many. Today, we choose the roundtable to insist on the importance of supporting regular dialogue & exchanges to address these challenges. Large exchanges ensuring all stakeholders can input and come with their knowledge and experience. Exchange between citizens and local authorities, stakeholders involved aside them, national authorities and donors engaged into poverty reduction. Exchanges that can lead to a change. I hope learning from each other and confronting our experience will help us identifying appropriate ways to foster empowerment, participation and equity for the communities of Cambodia. Last but not least, I would like to take the opportunity to thank the European Union and the Government of the United Kingdom that have been supporting HI and have made this workshop possible. - 15. Questions & Answers Question 1 to HI “What do you mean by exclusion ?” Answer: Here are two way of exclusion, intended and non-intended, in the development process. For example, you have invited people with disabilities to join meeting, but the meeting room is at the 1st floor and only to be reach with a stair, so people with moving difficulties are excluded from the meeting. Another example, latrines are built for everybody but the door is only 80 cm width a person using a wheelchair cannot enter the toilet, the door wide should be a minimum of 90cm. Question 2 to HI “How to address disability into the CIP ?” Answer: We added 2 additional steps - Preparation Step - (pre-step 1) to brainstorm problems/issues of people with disabilities in the village, based on last year CIP experience and the daily life of the villagers, an Inclusive village table 1.1 is drafted by and agreed on by people with disabilities of the village to be presented at CIP Step 1 Village meeting, and - Support Step - to lobby, jointly with C/C Chief and Commune disability Focal Point after STEP 2 and before STEP 3 in order to gain support from relevant non-governmental organizations, stakeholders, service providers and/or the business community who have shown interest to support the commune development that improve the needs and demands of All citizens and at the same time of people with disabilities and their family members living in the village/Commune. With signing a adapted inclusive Temporary Agreement (TA) letter, organizations, local stakeholders, service providers and/or business community members promise to support and lobby for your inclusive actions/projects at the District Integration Workshop (CIP Step 3).

Question and Answers Questions 3 to HI “How to monitor inclusive project, and what mechanism are there ?” Answer: We acknowledge that this is something we need to work more in order to improve it in future. So far, we have focal person at commune level who pass the information of progress to CDRPs but CDRPs themselves have not participated directly due to no invitation. Question 4 to CDMD “Where is Contribution Fund come from?” Answer: The contribution of 800.000 Riels is funded by the CS fund under social intervention budget line. This fund will use to support social service activities, but not specifically for people with disabilities. CS has no clear idea about the allocation. Question 5 to CDMD “To what extent, do people with disabilities receive ID poor card?” Answer: The precise number of people with disabilities that receive the ID poor cards is not known, we believe that it are quite a lot. Question 6 to Save the Children “Are disable youth and children include in the process?” Answer. Yes, they are welcome to join the children group. Children with disabilities, when they show interest are included in the group. Question 7 to Save the Children “How to include private sector into process?” Answer: In practice, we invite credit service and the bank into the discussion.

Challenges during implementation C/S council is replaced every 5 years CIP Planning schedules are ad hoc basis delayed (start sometime in September) Revised CIP procedures e.g. budget code Dependency of C/S members on provincial facilitation Lack of human resources in provincial divisions and district offices CS members have difficulties to understand and lack practice with CIP tools provided by partners Limited participatory facilitation skills of C/S member Timing and venue of C/S meeting not convenient for all citizens Limited participation of citizens Low C/S funds, decrease of additional funds from the International community Change in C/S projects e.g. Infra structure and service projects Work overload of C/S members Suggestion: NGOs to support capacity building to government officers in accordance to rules and regulations of provincial divisions and district offices.

Question and Answers to DoLa Question 1 “How to calculate C/S Fund allocation?” Answer: The C/S fund allocation is calculated based on three criteria: a) Equal share b) Total population c) Poverty score Question2 “Why does C/S project focus mainly on infrastructure?” Answer: Because infrastructure is visible. The C/S council would like to show their result of development to the people. The Ministry can not influent the decision of C/S council. Question 3. “Does MoI has a policy on disability inclusive ?” Answer: Yes, this year we included additional structure into the C/S fund project design to ensure accessibility.
