AFFIDAVIT
of
ROGELIO P. MONTEALTO
I, ROGELIO P. MONTEALTO, Filipino, of legal age, married
and a resident of Pagadian City, after having been duly sworn to in
accordance with law, do hereby depose and state that:

1. I am the Provincial Budget Officer of the Provincial
Government of Zamboanga del Sgr having been appointed during the
term of Governor Aurora E. Cerilles. I am still the Provincial Budget
Officer uiltil now under Governor Antonio H. Cerilles although I,
with some Department Heads, have been grounded, detached
from our respecttve offices and detailed in one room as if we were
pnsoners.

2. I, tike Executive Assistunt V Ruel G. Molina, Executive
Assistant V Tyrone D. Singgo, Executive Asssistant I Mustapha P'
Piang, Provinciul Treasurer Pedro Romirez Jr. and Provincial
D.
Acciuntant Bernadette R. Ordofiez, have lost my confidence in the
capacrty of the Cerilles Couple: Aurora E. Cerilles and Antonio H.
Cerilei in running the machinery of government. I am convinced with
certainty that the berilles Couple have lost moral ascendancy to lead or
to even hold any public office.

3. I am, therefore, joining Executive Assistant V Ruel G. Molina,
Executive Assistant V Tyrone D. Singgo, Executive Asssistant I
Mustapha P. Piang, Provincial Treasurer Pedro D. Ramirez Jr' and
Provincial Accountant Bernadette R. Ordoflez in exposing the
anomalies, irregularities, illegalities and criminalities committed by the
Cerilles Couple. Aurora E. Cerilles and Antonio H. Cerilles-

4. I attest in the name of God that the brains in the anomalies,
ilr irregularities, illegalities and criminalities of the Provincial Government

Against our will and, specifically, against my will, I was made to prepare
or-to approve budgetary documents to accommodate the greed of the
Cerilles Couple.

5. The anomalies, irregularities, illegalities and criminalities were
rampant during the administration of Governor Aurora E. Cerilles and
are continuor,rly commiffed now during this administration of Governor

Antonio H. cerilles. The cerilles couple conspired to loot this
government. And the Cerilles Couple employed us and compelled us to
is emphasized, that all

6. It is high time for us to expose the anomalies even if we know
that our lives are subjected to imminent danger. The welfare of the
general public is our utmost concern now. I had been shot and I was
almost at the verge of death because I wanted to protect the money
of the provincial government from the looting by the cerilles
Couple. I kept silent for sometime now. It is also time for me to
the Cerilles Couple as brains in the attempt against my own

tife and the chaos engineered against my family-

7. As a matter of fact, most former and present Department Heads
are similarly disgruntled except former Legal Officer Domingo T'
Redelosa IV, present Legal Officer Mark Anthony S. Padayhag, former
provincial Adminisffator Alberto Y. Galicinao and present Provincial
Administrator Taton S. Padayhag who until now continue to conspire
with the Cerilles Couple or who continue to be manipulated by the
Cerilles Couple.

8. I execute this A{fidavit for purposes of Preliminary Expose
without prejudice to the exercise of my right to file Supplemental
Statements that would detail and would recount the specifics how
Aurora E. Cerilles and Antonio H. Cerilles conlmitted and continue to
commit anomalies, irregularities, illegalities and criminalities. I further
execute this Affidavit for all other legal intents and purposes.
