POLITICAL SCENARIO IN INDIA
“Politicians are by people; they rule people and elected for people. But they survive for
themselves. They are of the people, but after acquisition of power they are off the
people.”
Loksabha though called lower house of Indian Parliament is the power house of
Indian government with 530 public representatives elected directly from states and
<=20 from Union territories.
M.P receive Rs50000(excluding) allowances. Lalu Prasad yadav & Mulayam Singh
yadav stalled sessions in Parliament demanding monthly salary of Rs80001 for an
M.P. There are lot of people in India whose salary is <Rs.8000.
BUILDING BLOCKS OF DEMOCRACY
LEADER
OF
NATION
VILLLAGE LEVEL
ELECTIONS
DISTRICT LEVEL
ELECTIONS
STATE LEVEL
ELECTIONS
CENTRAL LEVEL
ELECTIONS
SOLUTION
EVM(Electronic voting machine)
with VVPAT(Voter verified paper
audit trail) is to be implemented at
all kind of elections to strengthen
basic building blocks of
democracy i.e., village, district &
some state level elections where
ballot system is used
PROBLEM 1:
Ballot voting system misused by
evil factors like rigging, improper
counting of ballot papers
SOLUTION
1)1 year and 6 months
imprisonment law to be
amended.
2)Law should be
established to encourage people
with rewards who gives
information regarding
distribution of money by
politicians.
PROBLEM 2:
Candidate’s gratification and
public who procures gratification
INFO
58% M.P’s are crorepatis. Average assets of M.P’s who
won in 2004, recontested in2009 grow over 300%. 33%
candidates with assets above 5 crores won in last
elections.
Source of money
for encouraging
people:
The money given to
encourage people should
be collected from the
respective politician
against whom the
complaint is made.
SOLUTION
A law which states that politicians
should not earn more than 15%
from outside of their salary should
be amended
PROBLEM 3:
Desire of politicians to acquire
huge assets by misusing public
funds or by any other means.
SOLUTION
Changes in people governance
law has to be made in such a way
that all the citizens who poll votes
only are eligible for government
schemes and policies. Who have
critical problem should bring
exception letter from concerned
chief election officer.
PROBLEM 4:
Less polling in urban areas &
candidates with criminal back ground
are able to win in elections with 30-
40% of polled votes.
DEMOCRATIC ELIXIR SYSTEM
• To practically implement the above solutions mentioned and
to rebuild the whole electoral process, we present here a
special body.
• As “No one will be interested to cut their own heads” i.e., as
bills passed to take action against indiscipline politicians in
loksabha doesn’t get majority of votes by those respective
politicians; we propose a special system called “DEMOCRATIC
ELIXIR SYSTEM”.
• This authority shall take action against indiscipline officials
connected with conduct of elections along with following
functionalities:
DEMOCRATIC ELIXIR SYSTEM(DES )
Democratic
elixir system
FUNCTIONALITIES
To accept or reject bills related to
punishments of un disciplined
politicians and take necessary action
as needed.
To strengthen states
like Bihar which has
least percapita &
literacy rate in India.
To maintain complete audit of all
politicians and take necessary
action as needed.
To bring awareness
among public
regarding
functionalities of
government.
70,00THE COMPLETE SKELETOL STRUCTURE OF DES

**Appeal regarding uncovered
information of DES **
• There are special obligations that DES fulfills in order to
eliminate evil practices before and after the electoral
process.
• It eliminates duplicate voter cards.
• It also suggests strategies to be adopted by the
government for shaping out healthy, wealthy India and
acts as a watchdog of all schemes, policies those which
gets implemented by government.
• The maintenance cost, staff cost, allowances to members
of DES, how to promote approaches that are to be
adopted to bring DES in action are not presented as it is
difficult to embed them in these 10 slides. So we shall
present them at final competition; if it gets selected.
