What is the STaR Chart? The  Star Chart was developed and aligned with the Texas Long Range Plan for Technology 2006-2020.Designed to help teachers, campuses and districts meet the goals of the Texas Long Range Plan for Technology and district goals.Rubric standard for assessing progress.No Child Left Behind of 2001.All students will be technology literate by the end of eighth grade.

Teaching and LearningDistance learning is a Powerful tool.Students have access to relevant technology 24/7  Have research based strategies in all subject areas to improve academic success. Distance learning provides students across the state with equitable access to quality education and instruction.
Educator Preparation & Instructional SupportBeginning teachers must meet the Technology Applications Educator StandardsEducators must possess the skills necessary to effectively implement technology in the teaching and learning process.  Professional development is an ongoing process for all educators and should include improvements for academic achievement, instructional strategies using current research, and assessments to measure student learning. Use distance learning for professional growth.
Leadership, Administration & Instructional SupportEffective leaders understands the need for implementing technology and models. Provide students with 21st Century skills in Technology, Leaders must expect the use of technology throughout the teaching and the learning process.Use data effectively and appropriately in decision -making. Provide staff development in technology.  Create a Technology committee to ensure all stakeholders share the vision.
Infrastructure for TechnologyProvide safe and secure and reliable measures.Access to Technology where students and teachers can access information, materials, work collaboratively and share resources 24/7.Teachers, administrators and parents will have immediate access to information and data on student performance.Available technical support for teaching and learning.
Levels of Progress in the STaR RubricEarly TechDeveloping TechAdvanced TechTarget Tech
Technology Applications TEKSDefined under Chapter 126 of the Texas Education Code, as an enrichment curriculum. Defined under Chapter 74 of the Texas Education Code, as a required curriculum for grades k-8.High Schools are required to offer four of the seven Technology Application courses.TEKS were written in under a dynamic spiraling framework.All students are required to be technology literate by the end of eighth grade.
Valley View STaR Summary
  Trends Key Area STaR classification for 2007-08 in all areas was Advance Tech. Key area for this year averaged a total of  about 16.Key Area STaR classification for 2008-09 dropped in all areas from Advance Tech to Developing Tech.  Totals for the four key areas averaged about 12. Key Area STaR classification for 2009-10 remained about the same except for Leadership, Administration & Instructional Support.  In this area, there was an increase of 3.
Statewide Data Summary
                     ConclusionMeeting the needs of the 21st century student is essential so that they can be Technology literate in an ever increasing and challenging Technological Global economy.The Campus STaR Chart is a valuable tool for technology planning, budgeting for technology resources and serves as an evaluation of progress.With No Child Left Behind and Title II, all students should be technology literate by the end of eighth grade.Professional development and implementation of Technology must be on-going to ensure that we meet (LRPT) goals.

Editor's Notes

  • #4: Texas Education Agency Educational Technology Advisory Committee (ETAC) developed the STaR Chart an online resource tool for Self-Assessmentof campus and district efforts for the integration of technology across the curriculum. Each year, teachers must complete the STaR chart (Fed.)
  • #5: Produces a profile of our campus progress towards meeting the Long Range Plan for Technology (LRPT) and NCLB. These areas come from the (LRPT).A tool designed for technology planning, budgeting for resources, and assessment of progress.
  • #7: Board for Educators Certification (SBEC) has standards of knowledge, skills, and performance which are aligned to student achievement
  • #8: Leaders must plan effectively, manage the budget and monitor the technology plan, and create a responsive environment maximize teaching and learning. Most important align resources to promote student achievement.
  • #9: Infrastructure is the most important element (4 elements) that makes the teaching a learning process a reality.
  • #13: In order to meet the Goals of the Long Range Plan in 2020, all of the Key Area STaR classifications must be in the Target Tech.
