What is “net neutrality”? 
• Net neutrality is the guiding principle that all traffic on the 
Internet should be treated equally. 
• Net neutrality is the name of the movement to keep the 
Internet “free and open”.
Why is “net neutrality” important? 
Ensuring a free and open Internet is the only way we can 
preserve the Internet's power to connect our world.

“The Internet was designed with no gatekeepers over new 
content or services. The Internet is based on a layered, 
end-to-end model that allows people at each level of the 
network to innovate free of any central control…”

What do we mean by equal? 
• Currently, all data and information regardless of the 
content provider is treated the same. 
• No preference is shown in speed of transmission based 
on political views, controversial topics, or economics.

Why should you support net neutrality? 
• A tiered, pay-to-play system would hurt entrepreneurs, 
start ups, and stifle innovation. 
• Allowing ISPs to operate unregulated would give them the 
ability to manipulate and examine data. 
• Non-regulation could encourage ISPs to “throttle” 
bandwidth for competitors. 
• Discrimination and Freedom of Speech issues.
In 2005 the FCC 
ruled that Madison 
River Telephone 
Company could no 
longer block 
customer access 
to Vonage’s voice-over- 
IP services. 
Blocking access of 
a competitor’s 
service is an 
extreme example, 
but what is to stop 
a cable ISP, like 
XFINITYComcast 
slowed down their 
customer’s 
connection to a 
video streaming 
service like Netflix.
Freedom of Speech 
As the progressive advocacy group Color of Change 
explains: “Our communities rely on the Internet to speak 
without a corporate filter, and to be able to organize and 
hold public officials and corporations accountable. But if 
these companies succeed, a few major corporations would 
control which voices are heard most easily, and it would be 
much harder for grassroots groups, individuals, and small 
businesses to compete with large corporations and well-funded

Why some oppose net neutrality 
• Regulation would force retailers to pay sales taxes in 
each jurisdiction products are sold. 
• Net neutrality would place the U.S. government in control 
of Internet pricing, as well as regulating the types of 
products and services that can be sold and delivered. 
• Classifying broadband service as a utility would increase 
consumer tax burden. (Wilhelm, 2014) 
• Companies that have invested in broadband networks are 
not recouping their investments for infrastructure.

In a 2005 interview when asked about his concerns over 
Internet upstarts Google, MSN, and Vonage, CEO of SBC 
Telecommunications Edward E. Whitacre, Jr. stated, 
“How do you think they’re going to get to customers? 
Through a broadband pipe. . . . Now what they would like to 
do is use my pipes free, but I ain’t going to let them do that 
because we have spent this capital and we have to have a 
return on it. . . . The Internet can’t be free in that sense”.
