2.0.   INTRODUCTION

       2.1.    SAVE Program under EPP 9 (Energy Efficiency)

       SAVE or Sustainability Achieved via Energy Efficiency, is a program
       spearheaded by the Ministry of Energy, Green Technology and Water
       (MEGTW), to improve energy efficiency in Malaysia through five initiatives.
       The program will be implemented through collaboration between MEGTW and
       utility companies (TNB, SESB and SEB) with participating appliance and
       equipment manufacturers as well as retailers of electric appliances throughout
       Malaysia to reach the final end user.


       The pilot initiative is to increase the sales of energy-efficient appliances by
       providing rebates for refrigerators and air-conditioners to qualified consumers
       to purchase 5-Star rated appliances.


       2.2.    Objectives

       The objectives of the SAVE Program are:

       i)     To create a culture of efficient use of energy among general public and
              business entities. This initiative will save up to 7,300GWh of energy by
              2020.
       ii)    To save daily energy costs by consumers from reduced energy
              consumption and manage growth energy demand for effective Demand
              Side Management of energy resources.
       iii)   To accelerate the transformation of consumer electrical appliances
              market and increase the share of Energy Efficient (EE) models in the
              market. Finally, to phase out inefficient models from the local market.
       iv)    As one of the initiatives to mitigate GHG emissions reduction.

2.3.     Purpose

       The purpose of the Guideline is to explain the SAVE Program structure,
       eligibility including the procedures and process to participate in the SAVE
       Program.




3.0.   REBATES

The rebates for the SAVE Program will be given on a first come, first served basis to
qualified domestic consumers to purchase 5-Star rated refrigerator and air
conditioner during the implementation period through participating retailers. The
rebate amount and number of fridges and air conditioners available under the SAVE
Program for the year 2011 will be as follows:

4.0.   DISTRIBUTION OF FRIDGES AND AIR CONDITIONERS BY STATES

The distributions of refrigerators and air conditioners by states under SAVE Program
for the year 2011 are as listed:

The official list of qualified models, brands and recommended retail prices by brand
owners in the SAVE Program is available in www.saveenergy.gov.my.




5.0.   PARTNERS OF SAVE PROGRAM

The partners to MEGTW for the SAVE Program are:

       Peninsular - Tenaga Nasional Berhad (TNB)
       Sabah - Electricity Sdn. Bhd. (SESB)
       Sarawak - Syarikat SESCO Berhad
       SIRIM QAS International Sdn Bhd
       Malaysia Electrical Appliances Distributor Association (MEADA)
       Federation of Malaysian Electrical Dealers’ Association (FOMEDA)
       Refrigerator and air conditioner manufacturers

The roles and functions of Partners of the SAVE Program are in Annex 1.




6.0.   ELIGIBILITY

       6.1.     Appliance Category

       The following appliance categories are selected for the SAVE Program:

       i)      5-Star rated refrigerator with net capacity up to 400 liters; and
       ii)     5-Star rated air conditioner with capacity up to 25,000 Btu/h or 2.5 h.p for
               wall mounted split unit type.

This appliances category was selected based on the following selection
       factors:

       i)      Common appliances used at home by Malaysians.
       ii)     Identify as the highest energy consuming appliances for domestic use.
       iii)    The brand and model of both appliances is listed as Energy Efficient
               Products in Energy Commission’s website;
       iv)     Meet the Energy Efficiency performance criteria; and
       v)      Availability and distribution of both appliances in local market.



       6.2.      Qualifying Criteria for Retailers

       i)      Must have internet access to login to the online rebate website;
       ii)     Must be a registered retailer under participating brand owners; and
       iii)    Must register with SAVE Program online system.




7.0.   ROLES OF UTILITY COMPANIES

       During implementation of SAVE Program utility companies (TNB, SESB and
       Syarikat SESCO Berhad) have three main tasks which are:
              a) To notify the customer about SAVE Program through electricity bill;
              b) Administer web-based system for checking and verification by
                 consumers and retailers;
              c) Manage rebate refund payment to participated retailers; and
              d) Submit statistic reports to MEGTW.

8.0.   PROGRAM STRUCTURE

       8.1.   SAVE Program Flowchart

       Flowchart below shows the implementation mechanism of the SAVE Program
       for 5-Star rated refrigerators and air conditioners.

8.2.     Process Flow for Retailers


Details below are the process involve for the retailers during the
implementation of the SAVE Program:

i)     Retailers   register    their   company      in    the   rebate   online   website
       (www.saveenergy.gov.my/retailer) as first time user.
ii)    Retailers      login        into       the        rebate      online       website
       (www.saveenergy.gov.my/retailer).
iii) Retailers check and verify the validity of customers rebate voucher
       through rebate online website (www.saveenergy.gov.my/retailer) before
       selling the appliances.
iv) Retailers sell the appliances at discounted price to qualified costumers if
       the voucher is valid and collect copy of customer utility bill, NRIC and their
       rebate voucher as supporting document for rebate claiming.
v)     Retailers lock-in the purchasing information required in the online rebate
       website (www.saveenergy.gov.my/retailer) for record.
vi) Retailers submit completed documents to nearest utility companies
       service center as in table below:

vii) Retailers receive acknowledgement receipt or letter to inform document
       received by utility companies and the payment to retailers account will be
       made within 2-4 weeks.

8.3.   Process Flow for Utility Companies


Following are the processes involve on rebate refund payment to the
participated retailers by TNB, SESB and SEB through Syarikat SESCO
Berhad:

a) Peninsular Malaysia – Tenaga Nasional Berhad (TNB)

   i) Kedai Tenaga verifies the rebate vouchers and other supporting
       documents submit by retailers upon rebates claiming process.
   ii) Kedai Tenaga gives acknowledgement slip to retailers as confirmation
       of the payment if the completed document submitted by retailers.
   iii) TNB Headquarters (HQ) makes the online payment to the participated
       retailers.

b) Sabah – Sabah Electricity Sdn Bhd (SESB)

   i) SESB’s Payment Counter receives and collects rebate refund
       documents submit by retailers and gives received slip to retailers to
       inform that the payment will be made within 2-4 weeks.
   ii) SESB’s Payment Counter sends the completed documents to SESB
       Headquarters (HQ) for verification process
   iii) SESB HQ checks and verifies the rebate refund documents then will
       send payment confirmation letter and make the payment to retailers by
       cheque.

c) Sarawak – Sarawak Energy Berhad (SEB) through Syarikat SESCO
   Berhad

   i) SESCO’s Customer Service Centre receives rebate refund with
       completed documents submit by retailers and will send the documents
       to SESCO’s Accounts Payable Division for verification process.
   ii) SESCO’s Accounts Payable Division will issue cheque to the retailers
       2-4 weeks after the rebate redemption date.

Note: Verification and decision of rebate payment is based on the information
              matching between the received documents and information in the online
              rebate website.




9.0.    PROGRAM         MONITORING,         VERIFICATION,       REPORTS         AND
        DOCUMENTATION


SAVE Program will be monitor by MEGTW and assisted by utility companies in
reporting the:

       a. Report and data on total rebate issued;
       b. Report and data on total rebate claimed;

The utility companies will be required to submit statistics report of the program to
MEGTW at the end of the program period or specified date inform by MEGTW.


Random or scheduled surveillance by MEGTW will be done based on the report
provide by utility companies and information of the consumers to ensure genuine
purchases of energy efficient products occurred.




10.0. EFFECTIVE DATE OF SAVE PROGRAM

The SAVE Program will be launched by Minister of MEGTW on July 7, 2011. The
SAVE Program will continue from this date until all allocations are exhausted or
when a public notice closing the rebate offer is issued whichever is earlier.
Consumers and participating parties will be informed on the rebate allocation and
progress.

Qualifying Criteria for Retailers i) Must have internet access to login to the online rebate website; ii) Must be a registered retailer under participating brand owners; and iii) Must register with SAVE Program online system. 7.0. ROLES OF UTILITY COMPANIES During implementation of SAVE Program utility companies (TNB, SESB and Syarikat SESCO Berhad) have three main tasks which are: a) To notify the customer about SAVE Program through electricity bill; b) Administer web-based system for checking and verification by consumers and retailers; c) Manage rebate refund payment to participated retailers; and d) Submit statistic reports to MEGTW. 6
  • 8. 8.0. PROGRAM STRUCTURE 8.1. SAVE Program Flowchart Flowchart below shows the implementation mechanism of the SAVE Program for 5-Star rated refrigerators and air conditioners. 7

Process Flow for Retailers Details below are the process involve for the retailers during the implementation of the SAVE Program: i) Retailers register their company in the rebate online website (www.saveenergy.gov.my/retailer) as first time user. ii) Retailers login into the rebate online website (www.saveenergy.gov.my/retailer). iii) Retailers check and verify the validity of customers rebate voucher through rebate online website (www.saveenergy.gov.my/retailer) before selling the appliances. iv) Retailers sell the appliances at discounted price to qualified costumers if the voucher is valid and collect copy of customer utility bill, NRIC and their rebate voucher as supporting document for rebate claiming. v) Retailers lock-in the purchasing information required in the online rebate website (www.saveenergy.gov.my/retailer) for record. vi) Retailers submit completed documents to nearest utility companies service center as in table below: UTILITY REGION DOCUMENT TO SUBMIT COMPANY Peninsular i) Customer rebate Kedai Tenaga TNB Malaysia voucher. ii) Copy of customer SESB’s Payment Sabah Identification Card (IC). Sarawak Service Centre v) Copy of retailers’ bank account information for rebate payment process. vii) Retailers receive acknowledgement receipt or letter to inform document received by utility companies and the payment to retailers account will be made within 2-4 weeks. 8

Process Flow for Utility Companies Following are the processes involve on rebate refund payment to the participated retailers by TNB, SESB and SEB through Syarikat SESCO Berhad: a) Peninsular Malaysia – Tenaga Nasional Berhad (TNB) i) Kedai Tenaga verifies the rebate vouchers and other supporting documents submit by retailers upon rebates claiming process. ii) Kedai Tenaga gives acknowledgement slip to retailers as confirmation of the payment if the completed document submitted by retailers. iii) TNB Headquarters (HQ) makes the online payment to the participated retailers. b) Sabah – Sabah Electricity Sdn Bhd (SESB) i) SESB’s Payment Counter receives and collects rebate refund documents submit by retailers and gives received slip to retailers to inform that the payment will be made within 2-4 weeks. ii) SESB’s Payment Counter sends the completed documents to SESB Headquarters (HQ) for verification process iii) SESB HQ checks and verifies the rebate refund documents then will send payment confirmation letter and make the payment to retailers by cheque. c) Sarawak – Sarawak Energy Berhad (SEB) through Syarikat SESCO Berhad i) SESCO’s Customer Service Centre receives rebate refund with completed documents submit by retailers and will send the documents to SESCO’s Accounts Payable Division for verification process. ii) SESCO’s Accounts Payable Division will issue cheque to the retailers 2-4 weeks after the rebate redemption date. 9
  • 11. Note: Verification and decision of rebate payment is based on the information matching between the received documents and information in the online rebate website. 9.0. PROGRAM MONITORING, VERIFICATION, REPORTS AND DOCUMENTATION SAVE Program will be monitor by MEGTW and assisted by utility companies in reporting the: a. Report and data on total rebate issued; b. Report and data on total rebate claimed; The utility companies will be required to submit statistics report of the program to MEGTW at the end of the program period or specified date inform by MEGTW. Random or scheduled surveillance by MEGTW will be done based on the report provide by utility companies and information of the consumers to ensure genuine purchases of energy efficient products occurred. 10.0. EFFECTIVE DATE OF SAVE PROGRAM The SAVE Program will be launched by Minister of MEGTW on July 7, 2011. The SAVE Program will continue from this date until all allocations are exhausted or when a public notice closing the rebate offer is issued whichever is earlier. Consumers and participating parties will be informed on the rebate allocation and progress. 10
