This report analyzes 9 case studies of sub-national climate actions that exceed national policies and commitments in the countries studied. It finds that if these sub-national initiatives were scaled up nationally, they could reduce emissions in 2020 by 1 gigaton collectively, closing 10% of the estimated gap between countries' pledged targets and a 2 degree pathway. Actions profiled include renewable energy expansion in Rajasthan, India; deforestation reduction in Acre, Brazil; carbon taxes in British Columbia, Canada; and emissions trading in Shenzhen, China. The report concludes these local efforts demonstrate potential for greater ambition if adopted at national levels.
