Expected to read small hand-written plate number on sticker and match it to the vehicle – 2,000 to 12,000 times per week, every week.  Enforcement  - If sticker doesn't match vehicle, they ask the person to leave with a car load of stinking garbage (which they dump in the woods and the town sends a truck and 2-3 people to clean up).  If resident decides to fight about it, police are called.
Where Is The Savings? Unpaid Tonnage (illegal dumping) Plymouth initially found almost 8% of all visitors in the fall had no valid permit/sticker.  By citing them, this fell to less than 1%.  Savings = 7% of Expense/Contracted Service Budget ** Savings are PERMANENT so long as you maintain full-time automated enforcement with the Secure-a-Lot system !!
