This document summarizes findings from in-depth interviews with 23 health workers in Sierra Leone about their career experiences and perceptions of incentive policies. Key findings include:
1. Health workers faced challenges such as low and irregular pay, poor working conditions, and limited training opportunities, especially in rural areas.
2. Incentive policies introduced after the conflict like performance-based financing and salary increases had some positive effects but also issues with irregular payments and a lack of transparency.
3. Health workers recommended a comprehensive rural retention package including higher salaries, allowances, housing, training, and improved working conditions to address imbalances in the health workforce between urban and rural areas.
